Funding Description
Note: Much of the information provided below is outdated. Funding for this program is now unrestricted pursuant to SBX3 4 (Chapter 12, Statutes of 2009), enacted in February 2009. For additional information, please refer to the Action on 2008 and 2009 Budget Acts Web page.This is a mandated supplemental instruction program in which local educational agencies (LEAs) shall offer, and charter schools may offer, programs of direct, systematic, and intensive supplemental instruction to pupils enrolled in seventh through twelfth grade, inclusive, who are not demonstrating sufficient progress toward passing the California High School Exit Examination (CAHSEE) required for high school graduation. Subject areas of instruction are: mathematics, reading/language arts, and writing.

Allocation Formula | Of the total $251,295,000 funding available, $200,234,000 is available for expenditure in 2008-09, and $51,061,000 is deferred for expenditure in 2009-10. Local educational agencies are funded at a rate of $4.08 per pupil hour. Supplemental hours for grades seven through twelve pupil attendance as reported on the Attendance screens of the Principal Apportionment software will be used. Hours are uncapped and a proration factor may be applied if statewide claims are over the annual budget allocation. |

Principal Apportionment amounts are calculated three times for each fiscal year: The First Principal Apportionment (P-1) is certified by February 20th, the Second Principal Apportionment (P-2) is certified by July 2nd, and the Annual calculation is certified by February 20th of the following year (at the same time as the following year's P-1 certification). |
