This is a mandated supplemental instruction program in which local educational agencies (LEAs) shall offer, and charter schools may offer, programs of direct, systematic, and intensive supplemental instruction to pupils enrolled in seventh through twelfth grade, inclusive, who are not demonstrating sufficient progress toward passing the California High School Exit Examination (CAHSEE) required for high school graduation. Subject areas of instruction are: mathematics, reading/language arts, and writing.

Allocation Formula	Of the total $251,295,000 funding available, $200,234,000 is available for expenditure in 2008-09, and $51,061,000 is deferred for expenditure in 2009-10. Local educational agencies are funded at a rate of $4.08 per pupil hour. Supplemental hours for grades seven through twelve pupil attendance as reported on the Attendance screens of the Principal Apportionment software will be used. Hours are uncapped and a proration factor may be applied if statewide claims are over the annual budget allocation.

Other	Funds are paid through the Principal Apportionment. Principal Apportionment amounts are calculated three times for each fiscal year: The First Principal Apportionment (P-1) is certified by February 20th, the Second Principal Apportionment (P-2) is certified by July 2nd, and the Annual calculation is certified by February 20th of the following year (at the same time as the following year's P-1 certification).
