Adult Education (Flexible Funds)


Funding Description

Funding for this program is unrestricted pursuant to SBX3 4 (Chapter 12, Statutes of 2009), enacted February 2009. For additional information, please refer to the Action on 2008 and 2009 Budget Acts Web page.

Before 2008-09, the funds were restricted to the California Adult Education programs, which allocated funds to school districts and county offices of education (local educational agencies). The Adult Education program serves state and national interests by providing life-long educational opportunities and support services to all adults.

Allocation Formula Of the total $634,753,000 funding available, $588,857,000 is available in 2009-10 and $45,896,000 is deferred until 2010-11.

Funding for this program from fiscal years 2008-09 through 2012-13 will be based on 2007-08 funding levels. LEAs will receive the same percentage of the available funding as they received from the allocated funds in 2007-08.

Flexibility Action on the 2008 and 2009 Budget Acts
Other The funding for this program is now flexible pursuant to Education Code Section 42605. LEAs may utilize all of their program funds to provide services for the program or they may use all or part of their program funds for other educational purposes and/or other categorical programs.

Funds are paid through the Principal Apportionment. Principal Apportionment amounts are calculated three times for each fiscal year: The First Principal Apportionment (P-1) is certified by February 20th, the Second Principal Apportionment (P-2) is certified by July 2nd, and the Annual calculation is certified by February 20th of the following year (at the same time as the following year's P-1 certification).
