Funding Description

The state budget authorizes the Department of Education to allocate excess general funds to Special Education Local Plan Areas (SELPAs) for the operation of programs for infants and toddlers with solely low incidence (SLI) disabilities. Programs and services for infants and toddlers who are deaf, blind, or orthopedically impaired are provided by SLI grant funds. This grant should be used to cover excess costs of providing services under Part C of Individuals with Disabilities Education Act (IDEA) for infants and toddlers with low incidence disabilities.

Required Eligibility Criteria These grant funds are allocated to SELPAs who demonstrate that the required and supplemental cost of implementing Part C for infants and toddlers with low incidence disabilities were not fully covered by their base, Federal Part C grant. To qualify, a SELPA must demonstrate that it serves more infants and toddlers than they were funded in their Federal Part C grant.
Other Eligibility Considerations A SELPA must serve more infants and toddlers with SLI conditions than they served in the 1992-93 fiscal year. These funds can only be allocated if the Individuals with Disabilities Education Act (IDEA) Part C funds received from the Department of Developmental Services are fully expended.

Allocation Formula The Special Education Division (SED) grants funds to each SELPA based on their specific cost impacts. Allocations are based on an Interagency Agreement with the DDS and the CDE. The SED administers these funds through formula grants. Cost impacts are computed for SELPAs in four areas: number of additional children with low incidence conditions to be served additional required services, additional required procedures, regional services and administration SELPAs provide budget information and justification to CDE; SELPAs also submit one interim expenditure report and a final expenditure report. Based on projected expenditures, and verification of the appropriateness of projected costs, SELPA grant awards are amended.
