IDEA, Part B-611, Preschool Local Entitlement


Funding Description

The Federal Preschool Program (FPP) Local Entitlement Instructional Program provides funding for special education and services to children with disabilities for preschool children ages three, four, and five.

Eligibility

Eligible Applicants Local educational agencies
Required Eligibility Criteria To receive funds, a local educational agency (LEA) must submit a local plan (application) that contains assurances to the state education agency that is consistent with federal and state laws and regulations.
Other Eligibility Considerations LEAs must account for these funds as expenditures for pupils with an individualized education plan (IEP) and for the provision of the special education and related services required by students with disabilities in order to benefit from a public education.

Allocation Formula The Preschool Local Entitlement grant is one of three portions of the federal Individuals with Disabilities Education Act, Section 611, Part B. Funding is based on a federal three-part formula: the 1999 special education enrollment population; 2009 K-12 enrollment (public and private); and 2009 K-12 poverty (Free and Reduced Meal Counts).
