Foster Youth Services Coordinating Program

Funding Description

Foster Youth Services Coordinating (FYCS) Programs coordinate and ensure that local educational agencies within its jurisdiction are providing services to foster youth pupils pursuant to a foster youth services coordinating plan with the purpose of creating positive educational outcomes.

Required Eligibility Criteria As specified in Assembly Bill (AB) 854, all county offices of education or consortium of county offices of education (COE) are eligible for this funding. This includes COEs or consortium of COEs that operate an education-based FYSC Program to provide educational and support services on behalf of eligible foster youth residing in or attending school in a county. Eligible counties must submit a FYSC Program Plan in order to be eligible for an allocation of funding for fiscal year 2017-2018.

Allocation Formula The Department of Finance (DOF) set a base funding level of $75,000 for each FYSC Program. One county was not funded as no foster youth were reported in the county. The DOF allocated 70 percent of the adjusted FYSC funding of $ 24,487,251 to all remaining counties based on the percentage of foster youth in each county and 30 percent based on the percentage of students enrolled in school districts in each county.
