Funding Description

The California Department of Education (CDE), through this request for proposals (RFP), invites submissions for the administration, scoring, reporting, analysis, and continued item and form development of the California English Language Development Test (CELDT). The CELDT is a criterion-referenced test aligned to the State Board of Education (SBE) adopted English Language Development (ELD) Standards. The allocation for the work described in the RFP is contingent upon continued funding through the annual budget process.

Other Contract funding is contingent upon yearly appropriation in the annual Budget Act. Previously, CDE has been appropriated $12,000,000 per fiscal year. CDE anticipates an increase in funding of up to $3,000,000 per fiscal year to accommodate changes in the scope of work. The money is appropriated for entire fiscal years; therefore, the entire fiscal year funding is not available for this contract in 2005-06 or 2009-10 due to overlapping contracts.
