County Oversight: Williams Case Settlement


Funding Description

The Eliezer Williams, et al. v. State of California, et al. (Williams) case was filed as a class action suit in San Francisco in 2000. It alleged that public school students were not provided with equal access to instructional materials, safe and decent school facilities, and qualified teachers. As part of the 2004 Williams case settlement, funding is available to county offices of education (COEs) for oversight purposes. Each COE must use the funds to review, monitor, and report on teacher training, certification, misassignment, and hiring and retention practices of school districts. In addition, the funds must be used to conduct and report onsite visits as well as oversee schools’ compliance with the requirements for sufficient instructional materials.

Eligible Applicants Local educational agencies
Required Eligibility Criteria Schools that ranked in decile one, two, or three of the prior year Academic Performance Index (API) will generate oversight funds for the COEs.
Other Eligibility Considerations Eligible charter schools that “opted in” by February 8, 2005, qualify for funding under the Williams settlement.
