Teacher Credentialing Block Grant


Funding Description

The Teacher Credentialing Block Grant (TCBG) includes funding for the Beginning Teacher Support and Assessment (BTSA) program. The BTSA program is an initiative to provide formative assessment and individualized support based on assessment information for beginning teachers.

Required Eligibility Criteria In order to receive TCBG funds in 2006-07, local educational agencies (LEAs) must develop and implement teacher induction programs that meet the standards adopted by the California Department of Education (CDE) and the California Commission on Teacher Credentialing (CCTC). Prospective program sponsors must submit a detailed program proposal that meets the SB 2042 Induction Program Standards. The submission, (narrative and supporting evidence), is evaluated on each standard and its elements.

Allocation Formula Funding for the TCBG will be apportioned to LEAs in 2006-07 based on the number of eligible participants in the BTSA program. The awards is made contingent upon the availability of funds. The 2006 State Budget re-appropriated $9,555,000 for the purposes of 2005-06 second-year teachers. These funds will be paid in 2006-07 to restore $781 that had been pro-rated from the amount supporting second year teachers, due to insufficient funding.

Other Assembly Bill (AB) 825, Chapter 871, Statutes of 2004 established the TCBG. The TCBG includes funding for the BTSA program. Contrary to most of the other programs included in block grants established by AB 825, the Education Code sections guiding the BTSA program were not repealed. The BTSA program is co-administered by the CDE and the CCTC. BTSA programs vary in organizational design and include individual districts; districts in collaboration with one another and with colleges and universities; and large consortia in which districts, colleges, universities, and county offices of education work together.
