Assessment Apportionments for the STAR, CAASPP, CELDT, and CAHSEE

Funding is provided to reimburse local educational agencies (LEAs) and charter schools for the costs associated with administering the California Assessment of Student Performance and Progress (CAASPP) System, the California English Language Development Test (CELDT), the California High School Exit Examination (CAHSEE), and the Standardized Testing and Reporting (STAR) Program to pay approved apportionment costs from the current and prior testing years. The amount apportioned per student per test is established by the State Board of Education (SBE).

California Assessment of Student Performance and Progress

The CAASPP apportionment funds are unrestricted funds to reimburse LEAs and charter schools for the costs associated with the CAASPP System that are above and beyond the California Department of Education statewide contract with test contractors. The tests included in the CAASPP System for the 2015–16 test administration were the Smarter Balanced Summative Assessment Field Test, the California Standards Tests (CSTs) in science, the California Modified Assessment (CMA) in science, the California Alternate Performance Assessment (CAPA), the Standards-based Tests in Spanish (STS), and the CSTs used for the Early Assessment Program.

The CAASPP System replaced the STAR Program. The STAR Program was last administered in the 2012–13 school year.

California English Language Development Test Apportionment

Funding is provided to reimburse LEAs and charter schools for the costs associated with administering the CELDT for the 2015–16 test administration. The CELDT is a criterion-referenced examination and is aligned to the California English-Language Development Standards adopted by the SBE. Approximately 2,100 LEAs administer the CELDT during various testing periods.
