California Assessment System Request for Qualifications, Stage One Question and Answer Document

All references to Request for Qualifications (RFQ) in this document are to the California Assessment System Request for Qualifications, Stage One that was released on April 21, 2020. The answers have been provided to questions as submitted by the potential contractors, without reference to the individual or company asking the question.

1. Are only prime vendors required to submit Attachment 1, Intent to Submit, or are subcontractors also required to submit this form?

2. How and when will the bidders be notified if they are advancing to the next phase?

3. Can responses include appendices to supplement vendor responses to each qualification?

4. Will the California Department of Education (CDE) accept original digital signatures on forms requiring signatures?

5. Should vendors assume that graphics, such as diagrams and flowcharts, will not be counted in the word count?

6. Will the CDE accept subcontractor references for qualification responses where subcontractor scope and capabilities are predominantly featured?

7. In a subsequent phase of the procurement process, can subcontractors be added or deleted from the proposed team?

8. Can the CDE please provide clarification on what is meant by “tracking local education agency progress”? (Attachment 12, Qualification 4)

9. Attachments 9–18 all require client references. May we use some of the same client references across different qualification attachments?

10. Can additional questions be submitted at a later date?
    Answer: No. The Stage One question period has ended. See Table 1. Schedule of Events in the RFQ.
