2021–22 Grant Application Guidelines for the Migrant Education Program

The California Department of Education (CDE), Migrant Education Office, is pleased to announce the Migrant Education Program (MEP) grant application for fiscal year 2021–22.

The purpose of the application is to obtain a comprehensive description of proposed supplementary MEP services. The following general guidelines are provided to inform and guide the development and completion of the migrant grant application for 2021–22.

General Guidelines

Due to extensive program revisions in the 2020–21 application cycle, caused by distance learning requirements from the COVID-19 pandemic, the CDE will extend the 2020–21 application to one additional year through 2021–22. This extension will apply to 14 subgrantees. Said subgrantees will not need to submit a new application for 2021–22. However, 6 subgrantees will need to apply to make revisions to meet program requirements for the State Service Delivery Plan. The guidelines below apply to all subgrantees.

  1. For the 2021–22 fiscal year, the funding period will be from July 1, 2021 through June 30, 2022. Summer Services for July and August 2021 will be budgeted in the 2021–22 application.

  2. Grant funds will not be awarded until an application is substantially approvable (Code of Federal Regulations § 76.708External link opens in new window or tab.). Subgrantees that delay submission of grant applications will not receive reimbursement for salaries and activities that occur during the period in which an application is outstanding in the new fiscal year.

  3. The MEP administrative percentage for 2021–22 may not exceed the approved administrative percentage as outlined in the 2020–21 grant application approval letter.

  4. Subgrantees are required to meet the program requirements of the State Service Delivery Plan (SSDP).
  5. The Student Leadership Institute is not required in summer 2021.
  6. A Regional Parent Conference is not required in the 2021–22 program year. The State will sponsor the biannual State Conference in spring of 2022.
  7. The Speech and Debate program and regional tournament is not required in 2021–22.
  8. Each subgrantee must have a summer program that meets the requirements established by Education Code 54444.3. If you cannot meet this requirement, you must request an exemption by completing the summer waiver form. This form can be found via the online application system. This requirement may be waived by the Legislature. A response is pending.
  9. The MEP is primarily governed by fiscal policies in Title 2. Code of Federal Regulations (2 CFR 200), the Fiscal Handbook and the State Service Delivery Plan. All applicants must abide by the policies, laws and guidance. Regions are responsible for ensuring participating districts comply with the law, policies, and guidance.
  10. All MEP staff providing direct instruction to prekindergarten migratory students much be certified according to local certification requirements for prekindergarten teachers.

  11. Any subgrantee receiving additional funds for Family Biliteracy programs for preschool age children, must include a description of that program in the School Readiness section of the application.

  12. Funds allocated for early learning/school readiness must be utilized for that purpose.

The following applications are available:

  • Region Application
  • Direct Funded District Application
  • District Service Agreement (DSA, required for districts with more than 200 migratory students)
  • Memorandum of Understanding (MOU, districts with less than 200 migratory students)
