Dear Select County Superintendents of Schools, Auditors, and Treasurers:


This apportionment, in the amount of $60,609,962, is made from funds provided in Item 6110-244-0001 of the Budget Act of 2008 (Chapter 268 as amended by Chapter 269, Statutes of 2008) in support of the Teacher Credentialing Block Grant (TCBG), as established by in California Education Code (EC) Section 41520.

County superintendents of schools are requested to inform school districts and direct-funded charter schools, immediately of this apportionment. To view the schedule of apportionment, please visit the California Department of Education (CDE) Categorical Allocations Web site at

The sole program included in the TCBG is the Beginning Teacher Support and Assessment (BTSA) program which provides support for beginning (first and second year) teachers. The BTSA statutes were not repealed with the enactment of the TCBG and remain effective in the EC, commencing with Section 44279.1.

The BTSA program is an initiative to provide formative assessment and individualized support, based on assessment information, to beginning (first and second year) teachers. The purpose of this program is to insure the professional success and retention of new teachers. This program is co-administered by the CDE and the California Commission on Teacher Credentialing.

Participating school districts, county offices of education, and direct-funded charter schools are eligible to receive TCBG funds based on their number of eligible participants in each approved BTSA program. This apportionment pays each eligible local educational agency and direct-funded charter school 50 percent of its estimated entitlement which is calculated based on the prior year count of participating first and second year teachers times the current year funding rate of $4,069. The remaining funds will be allocated in spring 2009 based on the current year count of participating teachers times $4,069, less the amount paid in this apportionment. Warrants will be mailed to county treasurers approximately four weeks from the date of this Notice.
