Dear School Communities and Partners:

Happy New Year! I hope our students, educators, and families had a chance to use the holidays to rest and restore during a holiday season that followed one of the most challenging periods of our lives.

We enter 2021 with great uncertainty and even greater hope. A day after we watched in horror a violent and deadly attack on democracy, our educators across California rose to the moment to help our students process and put these events in context so that we can choose a better future for our youth.

And earlier today, Governor Gavin Newsom’s latest education spending proposal represented an important start to help our students and school communities recover from the widespread impacts of COVID-19. As I stated after the announcement, I look forward to working with the Governor’s Office, the Legislature, and all educational stakeholders on the details of today’s budget proposal and to strengthen investments in ways that position all of California’s six million students to succeed.

As we have seen this week, the new year brings many new challenges, but also exciting opportunities for our school communities. Let’s continue to team up and do great things in the months ahead.

Masks Available for Purchase at Contracted Prices Through Department of General Services

The California Department of Education (CDE) would like to make all LEAs aware of the option to purchase masks through statewide contracts in order to reduce costs.

The California Department of General Services (DGS) has established contracts for six types of masks, all NIOSH or FDA certified. These include N95 masks that are vented, non-vented or surgical, and surgical masks at levels 1, 2 or 3. Standard or bulk pricing is available.

You can submit a purchase order directly to the contractor. Federal Updates

U.S. Department of Education (ED)
Webinar: Learning in a Pandemic (Thursday, January 14, 2021, 5:30 to 6:30 p.m. ET—please note time zone)

The U.S. Department of Education will host a discussion on the state of student learning during the pandemic and offer tools that families and teachers can use to support student learning now.

This forum will review the most updated research on the state of student learning today and share personalized platforms to support student learning immediately. Institute for Education Sciences Director Mark Schneider will moderate a discussion with national leaders in the research field, Stanford’s Center for Research on Education Outcomes (CREDO) and NWEA, as they review findings on national learning loss. Then, Assistant Secretary for Planning, Evaluation, and Policy Development Jim Blew will moderate a discussion on the power of individualized learning platforms with two examples for how to approach personalized learning for students, Gooru and New Classrooms.

Multilingual Support Division (formerly the English Learner Support Division)
Newsletters

The Multilingual Support Division (formerly English Learner Support Division) is publishing two newsletters during the COVID-19 school closure: the Distance Learning Parent Newsletter and the Multilingual Updates Newsletter. These newsletters are published monthly.

The December Multilingual Updates Newsletter covers resources, benefits of multilingualism, curriculum, grants, early learning and care, and webinars. The December Distance Learning Parent Newsletter provides more resources for parents and focuses on the importance of student participation in online activities and parent-teacher communication during distance learning.

Educator Workforce Investment Grant (EWIG): English Learner Roadmap (ELR) Implementation

The two EWIG ELR grantees, Californians Together (CalTog) and the California Association for Bilingual Education (CABE), are available to bring research-based strategies and resources to administrators and educators in order to dramatically accelerate and improve multilingual academic opportunities and outcomes for English learners across California.

Improving Education for Multilingual and English Learner Students: Research to Practice Webinar Series

The CDE Multilingual Support Division and the Region 15 Comprehensive Center at WestEd will host a series of webinars on the new CDE publication, Improving Education for Multilingual and English Learner Students: Research to Practice. The webinar series is designed to engage the field and support educators in incorporating the publication in professional learning settings. The publication chapter authors will be the featured presenters for each webinar. The webinar series registration is now open.

EL RISE!: English Learner Roadmap Aligned LCAP Toolkit Workshops: Using Research-based Tools to Promote Equity for English Learners (In partnership with the Center for Excellence for English Learners)

This interactive workshop will help LEA teams design an LCAP that is aligned to the research-based CA English Learner Roadmap Policy and focuses on identifying actions, services, programs, and resources that ensure equitable opportunities and outcomes for English learners. Participants will engage with the resources included in the Toolkit and explore the ways they might be used to identify and analyze the needs of their English learners. The training will help LEA teams to identify the Dashboard data and how to use the additional features that are a click away to focus on the achievement of English learners, and more effectively understand the achievement and status of their English learners. EL RISE!: ELD for Elementary Teachers and Administrators Institute (In partnership with Sobrato Early Academic Language)

These four sessions, with embedded pre-work, will support teachers in designing responsive Designated ELD lessons that build upon students’ knowledge across the disciplines. Teachers will expand their understanding of backward planning to identify English learners’ strengths and needs to provide targeted language instruction. Scaffolds and supports presented in these sessions include language functions, graphic organizers, differentiated frames, language transfer strategies, and formative assessments that ensure students to effectively engage with complex texts and tasks.

To support deep learning and application of concepts, the County Office of Education will facilitate two Communities of Practice (CoPs) to develop a network of practitioners in order to engage in discussing, sharing, applying, and reflecting best practices to build a repertoire of resources and ideas that apply to your local context. These CoPs will take place in between synchronous learning sessions. EL RISE!: Leading School Improvement with English Learners at the Heart: The English Learner Roadmap for Administrators Strand of Five Modules (In partnership with Californians Together)

This series of five modules (over a two-year period) is designed to support district and site administrators as they take up the challenge of doing all of this to enact the comprehensive English Learner Roadmap. Each module of the Leadership/Administrator Strand involves participants in specifically examining their role in leading improvement processes and supporting evidence-based practice and results in a plan for inquiry and implementation to pursue before the next module. Each module also provides a volume of The EL Roadmap Administrators Toolkit with tools, readings, resources, and activities.
