Federal Updates

FEMA

The Federal Emergency Management Agency (FEMA) will provide Public Assistance training throughout the week of May 11.

It is recommended that all applicants for the California COVID-19 Pandemic Event (DR-4482) have all staff that will be working on this event attend one of each of the COVID-19 Application Overview and/or Grants Portal Applicant Basics sessions.

The COVID-19 Application Overview session will cover:

  • COVID-19 process flow
  • Streamlined Project Application in Grants Portal
  • COVID-19 documentation and forms

The Grants Portal Application Basics will cover how to:

  • Register and set up a new Grants Portal account
  • How to Submit a Request for Public Assistance (RPA)
  • Upload documents and create tiles

Program Updates

English Learner Support Division

The English Learner Support Division (ELSD) is publishing two weekly newsletters during COVID-19 school closures. The Distance Learning Parent Newsletter is a weekly newsletter focusing on a different distance learning topic in each issue. This week the topic is special education. The parent newsletter is now available in the top five languages. The ELSD also publishes a weekly English Learner Updates Newsletter for local educational agencies. This newsletter includes the latest information and resources related to English learners, immigrant, and migrant students. This week’s issue includes information on funding, school closures, upcoming webinars, and resources.

How to Support Young English Learners at Home with Language and Literacy Development (May 11, 2020, 4 p.m.)

This is the first in a webinar series on supporting English learners during distance learning hosted by the California Teachers Association (CTA), Region 15 Comprehensive Center, and the CDE. Language and literacy are critical for young students to develop in the first few years of school. Now that schools are operating in distance learning environments, it is essential to involve families in supporting language and literacy development at home. In this webinar, teachers, coaches, and administrators will receive guidance, resources, and activities that can be shared with families and caregivers to strengthen language and literacy development with English learners at home.

The following topics will be addressed in this session:

  • The need for home school connections during distance learning
  • The importance of early language and literacy development
  • Recommendations and activities for families and caregivers of young English learners to develop language and literacy at home.

Lesson Planning for English Learners in Distance Learning Environments: Secondary Educators (May 13, 2020, 4 p.m.)

This is the second in a webinar series on supporting English learners during distance learning hosted by the CTA, Region 15 Comprehensive Center, and the CDE. Distance learning experiences that promote conceptual and linguistic development for English learners require a shift in teacher expertise and instructional design. This webinar will demonstrate how secondary educators can adapt and implement lessons in a distance learning environment that promote rigor and high levels of support. Participants will learn how to plan appropriate scaffolds for students engaging with subject matter content in synchronous, asynchronous, and no-tech environments.

The following topics will be addressed in this session:

  • Integrating activities that encourage students to discuss, argue, and analyze rigorous grade level texts.
  • Grouping students to optimize instruction
  • Providing options for synchronous and asynchronous learning

Distance Learning English Language Development (ELD) and Dual Language Instruction (DLI) Webinar (May 14, 2020, 1 p.m.)

The CDE ELSD will host a webinar on how to provide ELD and DLI during distance learning. This webinar will highlight one local educational agency (LEA) that has implemented an effective distance learning ELD program and one that has implemented an effective DLI program. By highlighting these programs, LEAs will have the opportunity to see the CDE guidance in action in these model programs.

Deaf Education Webinar (May 14, 2020, at 3 p.m.)

The CDE Deaf and Hard of Hearing Unit (DHH Unit), in collaboration with the California Schools for the Deaf, offers a wealth of creative online resources to promote Deaf children's language and social opportunities during the COVID-19 situation. The webinar covers three parts of Deaf Education: Early Childhood Education, Elementary School and Middle/High School. The presenters will share best practice educational strategies and different ways to optimize distance learning.

  • Family, Language, and Education Distance Learning Resources for Deaf Infants and Young Children (ages 0-5).
