Schools across the state are busy preparing for the next school year, and our team at CDE will continue to support educators as the majority of our schools transition back to and strengthen distance learning.
So many of our teachers already have succeeded and innovated in this space, and we want to help amplify your experiences. We may include what you’ve provided in our next guidance document for school districts and reach out to you to share your stories on social media.
We must continue to apply an urgent focus on equity as we resume remote learning, and making sure every student has access to needed technology is more critical than ever. On Wednesday, we convened a special meeting of the Closing the Digital Divide Task Force and announced a new partnership with Apple and T-Mobile to connect up to a million students in need. English Learner Support Division
The CDE English Learner Services During COVID-19 FAQs web page (https://www.cde.ca.gov/sp/el/er/elservicescovid.asp) includes FAQs about how the U.S. Department of Education fact sheet “Providing Services to English Learners during the COVID-19 Outbreak” (https://www2.ed.gov/documents/coronavirus/covid-19-el-factsheet.pdf) applies to the California context. These FAQs provide information about entrance requirements, the annual summative English Language Proficiency Assessments for California (ELPAC), providing services to English learners, use of Title III funds, reclassification (exit) procedures, and English learner parents.
The English Learner Support Division (ELSD) is publishing two newsletters during the COVID-19 school closure: The Distance Learning Parent Newsletter and the English Learner (EL) Updates Newsletter. These formerly weekly newsletters are published monthly starting with the June 2020 issues.
The July EL Updates Newsletter covers school reopening guidance, distance and hybrid learning resources, COVID-19 resources, assessment, legislation, reclassification, the California State Board of Education July meeting, research and articles, and webinars. The July Distance Learning Parent Newsletter focuses on social justice and resources to help parents talk to children about these issues.

This week’s COVID-19 School and Child and Adult Day Care Meals Guidance update includes additional resources to support your operation during the COVID-19.
- The Policy Overview section was updated to include links to several USDA policy memos for onsite monitoring waivers.
- The Requirements for School Meals section was updated to include clarification on meal pattern flexibility requests.
- The Pandemic Electronic Benefit Transfer section was updated to include information on pending applications.
- The Requirements for the Child and Adult Care Food Program section was updated to include clarification on meal pattern flexibility requests.
- The Resources section was updated to include the links to archived Tuesday @ 2 School Nutrition Town Hall webinars.
School Fiscal Services DivisionSenate Bill 98 made substantive changes to the Principal Apportionment, instructional time, attendance accounting and attendance reporting for the 2020-21 fiscal year (FY). In response to these changes and to help local educational agencies with understanding changes to the Principal Apportionment and meeting new instructional time and attendance requirements, CDE has developed 2020-21 Funding and Instructional Time Frequently Asked Questions at (https://www.cde.ca.gov/fg/aa/pa/pafaqs.asp#aareporting) that are now available on CDE’s website.

Districts shared best practices in preparing devices, connectivity, and other technical planning to successfully support distance learning. This was the first in a series to support our local educational agencies.
Learning Continuity and Attendance Plan Instructions and Guidance Part II (August 4, 2020)
Presented by the Student Achievement and Support Division, this webinar presented the final version of the Learning Continuity and Attendance Plan template and instructions for use by LEAs. Updated information for each of the sections of the template and the corresponding instructions was shared.
Learning Continuity and Attendance Plan Guidance and Resources (August, 6, 2020)
This webinar provided guidance on the resources and tools available to support local educational agencies in the development of their Learning Continuity and Attendance Plans and implementing the provisions of Senate Bill 98, with a focus on supporting English Learners, Students with Unique and Exceptional Needs/Students with Disabilities, Foster Youth, and Students Experiencing Homelessness. This webinar was co-presented by the Student Achievement and Support Division, the English Learner Support Division, and the Special Education Division.

School Nutrition Town Hall #5 (Tuesday, August 11, 2020, 2 p.m.)
The Nutrition Services Division (NSD) has heard your feedback about the need for a Tuesday @ 2 virtual town hall event dedicated to answering questions regarding best practices in meal service as schools plan to reopen while mitigating Coronavirus (COVID-19). Therefore, the Tuesday, August 11, 2020, School Nutrition Town Hall webinar will be devoted to answering your questions and concerns. To ensure that your questions are properly addressed, NSD invites you to submit your questions in advance to SNPINFO@cde.ca.gov by Friday, August 7, 2020. Questions will be submitted to and answered by the NSD Team. Live questions will also be welcome, but it would be helpful to have as many questions in advance as possible.
