Dear School Communities and Partners:
As many of us move forward and put plans in place for distance learning, online support and the eventual reopening of our schools—and as dozens of schools deal with the aftermath of wildfires in their communities—I want to remind you of available resources that can support your school communities.
Please check our guidelines for reopening schools after a fire and disaster relief for student meal programs, or learn more about supporting homeless students and their families. Find information on child care providers in your county. If you had to cancel instruction, learn more about the J13-A waiver process—but please, focus first on the health and safety of your students and educators.
Of course, distance learning will be with us in the near future as we keep our communities safe. Please see our new guidance for distance learning instruction.We are all here for you. This department, its staff, and I will do everything we can to support your schools as we move forward into the new school year.

Early Learning and Care Division
The Early Learning and Care Division (ELCD) is currently developing guidance regarding requirements for reopening, reimbursement, family fees, and distance learning for direct contract programs. This guidance will implement the reopening requirements as provided by the 2020–21 Education Omnibus Budget Trailer Bill (Senate Bill 98 [Chapter 24, 2020]) and the forthcoming August Budget Actions enacted by the Legislature and the Governor. Guidance will be rolled out in the form of Management Bulletins and will cover a range of topics, including:
- Distance Learning
- Family Fees
- Reopening and Reimbursement for Direct Service Contractors
- Alternative Payment Providers and Data
- Resource and Referral Programs and Local Planning Councils
English Learner Support Division
The English Learner Support Division (ELSD) is publishing two newsletters during the COVID-19 school closure: The Distance Learning Parent Newsletter and the English Learner (EL) Updates Newsletter. These formerly weekly newsletters are published monthly starting with the June 2020 issues.
The August EL Updates Newsletter covers funding, COVID-19 guidance, parent notification, distance and hybrid learning, accountability, assessment, immigrant resources, and webinars. The August Distance Learning Parent Newsletter focuses on resources for parents to help them start the school year off strong during distance learning.

Educator Workforce Investment Grant (EWIG): English Learner Roadmap (ELR) Implementation:
The two EWIG ELR grantees, Californians Together (CalTog), and the California Association for Bilingual Education (CABE) met this week to reflect on the initial feedback from the two EL RISE! webinar series that are currently underway and to plan next steps. The grantees reviewed strategies for supporting CDE in enacting recommendations recently received from the July ELR Advisory Committee meeting in a document entitled “A Vision for California’s Schools This Fall: Equity for Dual Language Learners and English Learners in an Unprecedented Moment” (https://resources.gocabe.org/wp-content/uploads/2020/06/A-Vision-for-Californias-Schools-this-Fall.pdf). They also presented updates on their activities to their colleagues from the System of Support including the Regional EL Specialists and Bilingual Coordinators Network.
CABE’s Multilingual California Project (https://mcap.gocabe.org/) and CalTog’s English Learner Roadmap Implementation for Systemic Excellence (EL RISE!) (https://californianstogether.app.box.com/s/3neu9gbzqfe31nhdwz444xjtvxj53jl6) are available to bring research-based strategies and resources to administrators and educators in order to dramatically accelerate and improve multilingual academic opportunities and outcomes for English Learners across California. The EWIG ELR subgrantee, Californians Together, and its partners, known collectively as EL RISE!, are hosting a three-part leadership webinar series. This series is designed to address immediate needs of school leaders and administrators in opening schools with a focus on meeting the needs of English learners in distance learning. Administrators may select to participate in one, two, or all three webinars. All webinars will be archived for asynchronous access.

The Early Learning and Care Division ELCD) is hosting weekly webinars to provide updates on guidance the ELCD is developing to implement the 2020-21 budget actions, including guidance recently released and guidance being developed.
