We are living in a time when there are two pandemics: COVID-19 and racism. Whether it is increased violence against people of color, homophobia, anti-Semitism, or bullying of Asian American students, we can all see clearly that our communities continue to struggle with issues of hate, bigotry, and discrimination in all forms.
As I said in the aftermath of the death of George Floyd, I believe education has the power to provide healing and to move us closer to the fairer, more just society we all desire.
On Monday at 11 a.m., I invite you to join me on Facebook Live (https://www.facebook.com/CAEducation) where I will be holding a virtual press conference to announce new efforts at the California Department of Education (CDE) to confront the hate, bigotry, and racism rising in communities across the state and nation. Education is a tool that can help us realize the change we want to see, and I look forward to releasing more details about how we can team up for this critical work.

Update on Securing Devices and Connectivity
We have received a great response from local educational agencies (LEAs) in our efforts to help them attain devices and connectivity for their students.
We encourage you to order your devices as soon as possible since they are in high demand across the country and it would also be difficult to demonstrate the purchase was necessary due to COVID-19 as required by section 601(d) of the CARES Act. The covered period is March 1, 2020 to December 30, 2020. Please do not wait until the last minute to place orders.
It is not necessary for LEAs to receive devices by the December 30, 2020, expenditure deadline as long as the order is placed by then with the expectation it will be received by December 30,2020. Some delays may occur due to the supply chain which the LEA has no control over. In these circumstances, LEAs may use CRF to pay for goods within 90 days of receipt.

Curriculum Frameworks and Instructional Resources Division
The Mathematics Curriculum Framework and Evaluation Criteria Committee (Math CFCC) will hold its fourth meeting on September 23–24, 2020. The Math CFCC is revising the Mathematics Framework for California Public Schools: Kindergarten Through Grade Twelve (Mathematics Framework). The meeting will be entirely virtual. The meeting agenda, which includes the meeting log-in information, is posted on the CDE September 2020 Mathematics CFCC web page. 2021 World Languages Instructional Materials Adoption
The California Department of Education (CDE) and State Board of Education (SBE) are seeking reviewers to participate in the 2021 World Languages Instructional Materials Adoption. Reviewers will evaluate the instructional materials for alignment to the California World Languages Standards and the newly revised World Languages Framework for California Public Schools, Kindergarten Through Grade Twelve, utilizing the standards maps and evaluation criteria maps that have been approved by the SBE for this adoption. More information and the online application are posted at https://www.cde.ca.gov/ci/fl/im/. The application deadline has been extended to September 22, 2020.
2021 Arts Education Instructional Materials Adoption

English Learner Support Division
The English Learner Support Division (ELSD) is publishing two newsletters during the COVID-19 school closure: The Distance Learning Parent Newsletter and the English Learner (EL) Updates Newsletter. These newsletters are published monthly.
The September EL Updates Newsletter covers distance learning, assessment, the Educator Workforce Investment Grant, the State Seal of Biliteracy, curriculum, mental health, and webinars. The September Distance Learning Parent Newsletter focuses on resources for parents to help support social emotional learning.

Educator Workforce Investment Grant (EWIG): English Learner Roadmap (ELR) Implementation
The two EWIG ELR grantees, Californians Together (CalTog) and the California Association for Bilingual Education (CABE), are available to bring research-based strategies and resources to administrators and educators in order to dramatically accelerate and improve multilingual academic opportunities and outcomes for English Learners across California. Comprehensive State Literacy Plan: Public Comment Period Now Open
The Instructional Quality Commission (IQC) has approved the draft Comprehensive State Literacy Plan for a public comment and review period. The draft plan, which is a key element of the CDE’s work to implement a federal literacy grant, aligns and integrates state literacy initiatives, content standards, and state guidance documents to support teachers of students from birth through grade twelve.
Interested parties may review the draft and complete a public comment survey on the CDE Comprehensive State Literacy Development Grant web page at https://www.cde.ca.gov/pd/ps/clsd.asp. We welcome your feedback and encourage you to both provide comment and share this opportunity with others who may be interested. The public comment survey will close on October 28, 2020. At its November 2020 meeting, the IQC will consider all feedback to inform potential revisions to the draft plan.

2020–21 Budget Overview for Parents Template and Instructions
On September 16, 2020, Senate Bill (SB) 820 was signed into law. Among other things, SB 820 adds Education Code Section 43509(g), which requires the State Superintendent of Public Instruction, in consultation with the executive director of the State Board of Education, to update the template and instructions for the Budget Overview for Parents for the 2020–21 school year to reflect alignment with the learning continuity and attendance plan.
The Local Control Funding Formula (LCFF) Budget Overview for Parents Template for 2020–21 has been posted and is now available to download on the CDE Local Control and Accountability Plan (LCAP) Template web page.
