Annual Sponsor Verification Report for 2020–21

On November 2, 2020, the U.S. Department of Agriculture (USDA) extended the School Food Authority (SFA) deadline to complete verification to February 28, 2021. SFAs that collected free and reduced-price meal applications for the National School Lunch Program (NSLP) and/or the Seamless Summer Feeding Option (SSO) are required to conduct verification. However, all SFAs are required to complete the verification report regardless of whether applications were collected, the program(s) operated, or provision status. SFAs are encouraged to complete verification and the verification report sooner than the February 28, 2021, deadline if possible. The Nutrition Services Division requests that SFAs submit their verification report as soon as verification is complete, but no later than March 1, 2021.

SFAs can submit verification reports to the Nutrition Services Division through the Child Nutrition Information and Payment System (CNIPS). SFAs should continue to report on direct certification and meal application totals as of the dates specified in the verification report, October 30, 2020, and October 1, 2020, respectively. Verification results should be reported as of the date the verification activities were considered complete. SFAs should refer to the USDA Eligibility Manual for School Meals for verification procedures and information on when verification is considered complete.

Important Information about the Verification Report

For all SFAs required to complete direct certification (DC), the USDA requires SFAs and the California Department of Education (CDE) to individually report on the number of students directly certified through the Supplemental Nutrition Assistance Program (SNAP), (CalFresh in California), Temporary Assistance for Needy Families (TANF), (CalWORKS in California), Medicaid (Medi-Cal in California), and through other programs. In compliance with federal regulations, the California Longitudinal Pupil Achievement Data System (CALPADS) provides a Certification Status code that designates the program of eligibility as follows:

  • S-Student is eligible for free meals only through CalFresh
  • T-Student is eligible for free meals only through CalWORKS
  • M-Student is eligible for free meals only through Medi-Cal
  • R-Student is eligible for reduced-price meals through meeting the income eligibility criteria of Medi-Cal
  • N-Student is not directly certified for F/RP meals because no match was found
SFAs without Access to CALPADS

SFAs who complete the DC process with a local county agency that does not designate the program of eligibility will need to work in partnership with the county agency to obtain data that is compliant with USDA requirements and the benchmarks set by the Healthy, Hunger-Free Kids Act (HHFKA) of 2010 Section 101. Verification Report Instructions

SFAs must access the verification report through the CNIPS. Please read all of the instructions and watch the training video before completing the report.
