Apportionment of P-EBT Local Administrative Grant


This apportionment, in the amount of $2,649,656 is made from federal funds granted to the state for Pandemic Electronic Benefit Transfer (P-EBT). The purpose of the P-EBT Local Administrative Cost Grant is to assist local educational agencies (LEA) with administrative costs related to the administration of P-EBT 2.0 for School Year (SY) 2020–2021. This grant is made possible by Section 4601 of the Continuing Appropriations Act, 2021 and Other Extensions Act (P.L. 116-159), Sec. 721 of the FY 2021 Omnibus and COVID Relief and Response Act (P.L. 116-260).

Payment Details

LEA funding amounts and other information are available at the CDE P-EBT Local Administrative Cost Grant Funding Profile. Payments are scheduled to be issued at the end of March 2022.

Use of Funds

Allowable costs for P-EBT must have occurred in SY 2020–21 and include, but are not limited to, the following activities:

  • Reporting to the California Longitudinal Pupil Achievement Data System (CALPADS) student level information to support eligibility and card mailings, such as free and reduced-price eligibility and mailing address updates

  • Reporting of learning models to monthly state issued surveys

  • Reporting of participating site eligibility to state issued survey

  • Collecting application solely for P-EBT purposes

  • Communicating to households about P-EBT

  • Establishing processes to ensure homeless students receive P-EBT cards
Accounting

LEAs must deposit federal funds into the nonprofit school food service account and have a system in place to track the revenue received to reasonable and allowable expenses for P-EBT administration.

If your LEA uses the California School Accounting Manual resource codes to report and maintain financial data, LEAs may use the following standardized resource and object codes to record P-EBT funds:

  • Resource Code: 5810–Other Restricted Federal

  • Revenue Object Code: 8290–All Other Federal Revenue
Reporting Use of Funds

The USDA approved the CDE to adopt a streamlined method with predetermined funding levels for apportionment to P-EBT eligible agencies. Under the streamlined method LEAs are not required to report use of funds to CDE. LEAs must apply funds to SY 2020–21 P-EBT costs by July 29, 2022. LEAs are advised to retain all supporting documentation regarding deposit and use of funds in accordance with 7 CFR, Part 253.5(h).

Returning Funds to the CDE

If your LEA would like to return funds, please complete the following before July 1, 2022:
