Community Eligibility Provision - Upcoming Review

Thank you for your participation in the Community Eligibility Provision (CEP). We hope that operating the CEP has been successful for your district and has made a positive impact.

The purpose of this notice is to inform you that we will be conducting an off-site validation review of the identified student percentage (ISP) that was established upon approval for your participation in the CEP.

Upon approval for the CEP, districts were instructed to keep all documentation used to calculate the ISP. Additionally, page 24 of the CEP Guidance Manual External link opens in new window or tab. states that local educational agencies (LEA) and schools must maintain source documentation used to develop the ISP for the entire period they are operating under CEP, and for three years after submission of the final claim for reimbursement for the last fiscal year of the CEP period. Source documentation includes direct certification lists or other lists certifying students are categorically eligible for free school meals, such as lists of students who are designated as homeless or migrant.

Management Bulletin SNP-03-2019 states that the California Department of Education (CDE) may conduct desk audit reviews at the LEA location (on site) or at the CDE (off site). The CDE will review a statistically valid sample of the identified students, from all sites that have or will establish a new CEP cycle. If the total number of enrolled students is less than 100, the CDE will review all identified students. The CEP Guidance Manual states that if a desk audit is performed, there will be no ISP review during the administrative review (AR), but the CDE will review a site participating in the CEP as part of the AR site visits.

Your county analyst will send a follow up email with details including which documents will need to be provided and how to submit those documents.

We will begin requesting this information the week of January 13, 2020.
