COVID-19 Parent Meal Pick-up Waiver
On March 25, 2020, the U.S. Department of Agriculture (USDA) issued COVID-19: Child Nutrition Response #5, National Waiver to Allow Parents and Guardians to Pick-up Meals for Children . This waiver is effective immediately for all program operators who are approved to serve non-congregate meals due to COVID-19, and remains in effect until June 30, 2020, or until expiration of the federally declared public health emergency, whichever is earlier.
This waiver applies to the National School Lunch Program (NSLP), including the Seamless Summer Option (SSO); School Breakfast Program (SBP); Child and Adult Care Food Program (CACFP); and Summer Food Service Program (SFSP). This waiver also applies to guardians picking up meals for adult participants in the CACFP Adult Day Care programs.
Under this waiver, eligible program operators may distribute meals to a parent or guardian to take home to their children. There are currently no requirements to notify the California Department of Education that the waiver has been implemented. However, program operators must retain accurate records of the meals served under the waiver and report to the CDE at the conclusion of the COVID-19 emergency feeding.
To participate in this waiver the following plans must be in place and retained by the program operators:
• Program operators must have a written plan to ensure they are able to maintain accountability and program integrity
• Program operators must have a process in place to ensure that meals are distributed only to parents or guardians of eligible children, and that duplicate meals are not distributed to any child
This waiver is not mandatory and eligible program operators may participate at their own discretion.
