DoD Fresh Entitlement Move, April 7, 2021
The Nutrition Services Division (NSD) Food Distribution Program (FDP) team is pleased to announce that we are opening the state’s Department of Defense Fresh Fruit and Vegetable Program (DoD Fresh) account in the Fresh Fruits and Vegetables Order Receipt System (FFAVORS) to all participants on Wednesday, April 7, 2021. The FDP currently has excess entitlement for School Year (SY) 2020–21 due to an unprecedented number of U.S. Department of Agriculture Foods cancellations and is taking this as an opportunity to provide as much entitlement as possible to all FFAVORS users prior to July 1, 2021. We do not anticipate the depletion of all entitlement prior to this date.
Users will notice that all unspent DoD Fresh entitlement from their individual accounts will clear and be moved to the state account. Each agency may continue to place FFAVORS orders as usual while using entitlement from the state’s DoD Fresh account.
This decision supersedes our policy regarding DoD Fresh entitlement as outlined in Management Bulletin (MB) NSD-FDP-02-2012, which states that agencies that have not fully spent their entitlement by May 1 may have their remaining DoD balances moved to the state account. This earlier date is effective for SY 2020–21 only and is necessary to utilize State entitlement to the fullest extent possible.
