This Management Bulletin (MB) updates the annual reimbursement rates for School Nutrition Programs (SNPs) for school year (SY) 2010–11. These rates were posted on August 9, 2010, to the California Department of Education (CDE) Rates, Eligibility Scales, and Funding Web page at [Note: The preceding web address is no longer available.]

Included with this MB are the federal reimbursement rates established by the United States Department of Agriculture (USDA) for the National School Lunch Program (NSLP), School Breakfast Program (SBP), Special Milk Program (SMP), and Meal Supplements (Snacks) under the NSLP. These rates also apply to the Seamless Summer Feeding Option Meals.

Please note the following increases:

  • The national average commodity value per lunch for SY 2010–11 is now $0.2025, which is an increase of $0.0075 cents per meal from the $0.1950 rate in SY 2009–10.
  • The SMP “paid” rate for SY 2010–11 is now $0.1775, which is an increase of $0.0175 per half pint from the $0.1600 rate in SY 2009–10.

Annual payments and rate adjustments for the NSLP and SBP reflect changes in the Food Away From Home series of the Consumer Price Index for All Urban Consumers. The annual rate adjustment for the SMP reflects changes in the Producer Price Index for Fluid Milk Products. All reimbursement rates (current and prior years) are available on the CDE Rates, Eligibility Scales, and Funding Web page at

Please note that the appropriation for the State Meal Program and/or State Meal reimbursement for Proposition (Prop) 98 and Non-Prop local educational agencies (LEAs) has yet to be determined (TBD). After the 2010–11 State Budget is passed, the CDE will distribute an update regarding State reimbursement.

The current 2010–11 State reimbursement rates apply as follows for each free and reduced-price breakfast and lunch served at the following LEAs (see enclosed rate sheet for further details on Prop and Non-Prop LEAs):

Type Rate
Prop 98 LEAs participating in federal SNPs, with annual Certification TBD
