State of Emergency: COVID-19


To help California communities prepare for the growing concerns over the spread of the Novel Coronavirus (COVID-19), Governor Gavin Newsom issued an emergency proclamation on March 4, 2020. The California Department of Education (CDE) Nutrition Services Division is sending this notice to all Child Nutrition Programs Operators.

SACRAMENTO – As part of the state’s response to address the global COVID-19 outbreak, Governor Gavin Newsom today declared a State of Emergency to make additional resources available, formalize emergency actions already underway across multiple state agencies and departments, and help the state prepare for broader spread of COVID-19. The proclamation comes as the number of positive California cases rises and following one official COVID-19 death.

Today’s proclamation builds on work already underway by the California Department of Public Health, California Health and Human Services Agency, Governor’s Office of Emergency Services and other agencies which have been on the front lines of the state’s response to COVID-19 since January.

Reimbursement Claims Submission Flexibility

Schools that are closed due to a state or federally declared disaster may apply for reimbursement to offset fixed expenses. Applications should be submitted immediately after the disaster. To be able to claim for disasters, complete the CDE Application for Meal Reimbursement During Disaster form. It can be found in the Child Nutrition Information and Payment System, in the download forms section. In Section A, of the form, please provide a detailed explanation for site closure.
