SP 21-2021: Q&A for CNP Reporting in SY 21-22
On September 9, 2021, the U.S. Department of Agriculture (USDA) issued Policy Memorandum SP 21-2021: Questions and Answers for Child Nutrition Program (CNP) Reporting in School Year 2021–22. You can view this policy memo on the USDA School Meals Policy web page.
The policy memo contains questions and answers intended to provide clarification to state and local agencies on CNP administrative reporting requirements in School Year (SY) 2021–22. In addition, the policy memo addresses the following:
- Confirms that school food authorities (SFA) participating in the Seamless Summer Option (SSO) will receive the higher Summer Food Service Program (SFSP) reimbursement rates from July 2021 through June 2022
- Specifies that state agencies must distinguish between traditional National School Lunch Program (NSLP), School Breakfast Program (SBP), and SSO meals and snacks to ensure that SFAs receive the correct amount of reimbursement
- Advises that all SFAs, including those operating SSO in place of traditional NSLP/SBP under a nationwide waiver, should continue to submit an FNS-742 report (known as verification report) for SY 2021–22
- Specifies state agency reporting requirements
Please note: The California Department of Education (CDE) has updated the Child Nutrition Information and Payment System (CNIPS) to ensure SFAs operating SSO receive the SFSP reimbursement rate. In addition, CNIPS claims are designed to capture the meal and snack type for the required reporting. Therefore, SFAs do not need to take action to address these items. However, SFAs must retain documentation to ensure that meal and snack counts are correct and claimed in accordance with the correct program type.
