SY 2021–22 Open in CNIPS Annual Update Guidance
The California Department of Education (CDE) has opened the School Nutrition Programs (SNP) Annual Update in the Child Nutrition Information and Payment System (CNIPS) for School Year (SY) 2021–22 (July 1, 2021, through June 30, 2022). These annual updates apply to the National School Lunch Program (NSLP), School Breakfast Program (SBP), Afterschool Meal Supplement, and the Seamless Summer Option (SSO).
Please note that the SSO calendar differs from the traditional NSLP calendar. The SSO calendar runs October through September, while the NSLP calendar runs July through June. USDA waiver #85: Nationwide Waiver to Allow the SSO through SY 2021–22, allows any site, regardless of site type, to operate under the SSO during SY 2021–22. Program operators should ensure that CNIPS site applications are up to date in both the current CNIPS year for SSO operations through September 30, and in CNIPS year 2021–22, for SSO operations beginning October 1.
The CDE recognizes the challenges that school food authorities (SFA) face while preparing for the upcoming SY. As a result, we want to provide as much time as possible for the Annual Update process. The CDE is actively developing reopening guidance for schools and will continue to release resources as they are developed. Those SFAs that have already established reopening plans for the fall can complete their required annual participation updates in the CNIPS now.
The Nutrition Services Division (NSD) must approve your CNIPS SY 2021–22 Application Packet before you are able to submit reimbursement claims. For detailed information on when to submit claims for reimbursement, review the CDE SNP Claim Submission Deadlines web page.
SFAs scheduled for an SNP administrative review (AR) during SY 2021–22 should complete their annual update as soon as possible as this information is required for the on-site portion of the review. The NSD will be working closely with SFAs to complete their AR with as little disruption as possible during COVID-19.
If you are an SFA applying for the Community Eligibility Provision, the NSD must receive your application prior to the start of school, and no later than September 30, 2020.
Federal Waivers for SY 2021–22
On April 20, 2021, the U.S. Department of Agriculture (USDA) Food and Nutrition Service released 13 policy memos announcing waiver extensions that provide necessary flexibilities for program operators of the NSLP, SBP, SSO, and the Child and Adult Care Food Program for SY 2021–22. New Snap Survey for SY 2021–22 Waivers
The NSD has issued a survey for SFAs to opt-in to the waivers for the 2021–22 SY. It is important that you complete both the snap survey and annual updates prior to your school year starting. You can access the survey for SY 2021–22 waivers on SY 2021-22 NSD Initial Waiver Elections.

- Log in to the CNIPS website
- Enter your User ID and Password, then select Log On
- Select the Applications link in the menu bar
- Under the Item column, select the Download Forms link
