SY 2022–23 SNP Carryover Eligibility Flexibilities
The California Department of Education has received approval from the U.S. Department of Agriculture (USDA) to waive certain requirements pertaining to carryover eligibility in the National School Lunch and School Breakfast Programs. Federal regulations indicate that eligibility for free or reduced-price meals (F/RP) remains in effect for the entire school year (SY) and for up to 30 days into the subsequent SY, or until a new eligibility determination is made in the current SY.
The waiver granted by the USDA allows schools that operated under the Seamless Summer Feeding Option (SSO) in SY 2021–22 to use the most recent F/RP determinations since SY 2019–20, rather than from the preceding SY. If F/RP eligibility determinations were made in SY 2021–22, then these determinations must be used during the carryover period for SY 2022–23. If no eligibility determinations were made in the preceding SY, then the sponsor can use the most recent determinations from either SY 2020–21 or 2019–20. Please note, eligibility determinations must be made from direct certification efforts or the collection of meal applications. Data from alternative income forms cannot be used.
