UPC Deadline Extension for LCFF

This message pertains to a deadline extension for determining the Unduplicated Pupil Count (UPC) used for the Local Control Funding Formula (LCFF) only. It does not change any requirements related to collecting meal applications for the School Nutrition Programs (SNP).

On October 27, 2022, the California Department of Education (CDE) released California Longitudinal Pupil Achievement Data System (CALPADS) Update Flash 242: Extension of Deadline for Families to Submit National School Lunch Program Applications or Alternative Income Forms for Inclusion in Unduplicated Count. The flash announced the extension of the deadline for local educational agencies (LEA) that are collecting household meal applications and alternative income forms as part of their UPC to determine funding under the LCFF. The UPC count or Census Day deadline has been extended to November 30, 2022.

Note that the deadline above only applies to collecting income data for LCFF purposes. LEAs are required to accept household meal applications to determine eligibility for the SNPs throughout the school year. Also note that alternative income forms cannot be used to establish eligibility for the SNPs.
