Foster Youth Services Coordinating Program Technical Assistance Provider

The California Department of Education (CDE) is accepting applications from county offices of education (COEs) to be selected as the Foster Youth Services Coordinating Program (FYSCP) Technical Assistance Provider (TAP). The FYSCP TAP provides support and guidance to COE FYSCP Coordinators. These Coordinators are uniquely situated to support interagency collaboration and capacity building, both at the system and individual pupil level, focused on improving educational outcomes for pupils in foster care. The FYSCP TAP also provides leadership for the FYSCP Coordinators concerning current legislation, model programs, best-practices, and continuous program monitoring and improvement through current data resources. In addition, the FYSCP TAP will also serve as a Foster Youth Expert Lead Agency within California’s system of support.

The CDE has been directed to select a FYSCP TAP to administer the county FYSCPs, pursuant to Education Code Section 42926. Funding is subject to the State Budget Act each fiscal year. In the 2018–19 fiscal year, approximately $1.3 million was appropriated to the FYSCP TAP.

This application covers the grant period beginning July 1, 2019 and ending June 30, 2021. Annual review of the FYSCP TAP is required for continued funding. Each year, the FYSCP TAP must demonstrate success in meeting the goals it has established for improved foster youth educational outcomes, transition to postsecondary and career technical education, and increasing the capacity of FYSCP Coordinators. It must also maintain an active role in California system of support.
