Tier=3 represents elementary, middle, and high schools from the Tier I pool and middle and high schools from the Tier II pool that meet the following criteria: The criteria for schools from the Tier I pool to be included on the Tier III list are: In PI in the 2009–10; and Anticipated to receive a Title I, Part A funds in 2009–10; and Located in an LEA that has an approved LEA plan and is anticipated to receive Title I funds in 2009–10; and Not identified as persistently lowest achieving in Tiers I or II. The criteria for schools from the Tier II pool to be included on the Tier III list are: Eligible to receive Title I, Part A funds in 2009–10, but did not receive those funds; and Located in an LEA that has an approved LEA plan and is anticipated to receive Title I funds in 2009–10; and Five-year Academic Performance Index (API) growth was less than 50 points; and Three-year average Adequate Yearly Progress (AYP) score was less than or equal to the highest three-year average AYP score by school type for schools identified on Tier II list; and Not identified as persistently lowest achieving in Tier II.

30	NSIZE	Character	3	In the construction of the Persistently Lowest-Achieving Schools (PLAS) list, schools that may have otherwise qualified to be included on the PLAS list except for the n-size criteria (i.e., had less than 100 valid scores for AYP in 2007, 2008, or 2009) were excluded from Tiers I and II. All PI schools not identified as Tier I or II were placed on the original Tier III list regardless of the n-size. Due to new guidance provided by the United States Department of Education, schools from the Tier II pool (i.e., schools in Title I funded districts where the school was eligible to receive Title I funds in 2009–10 but did not receive those funds) have been added to Tier III. Schools from the Tier II pool are now part of Tier III if they meet the following conditions: (1) were not identified as PLAS in Tier II, and (2) may have otherwise qualified as PLAS in Tier II except for the n-size criteria. Tier III schools that were excluded from Tier I and II solely due to the n-size criteria have a "Yes" reported on the NSIZE field in the data file.
