State Advisory Council on Early Learning and CareThe State Advisory Council on Early Learning and Care (SAC) is a governor-appointed leadership body that ensures statewide collaboration among early childhood programs that will help to define future policy for children birth to kindergarten.
While the California Department of Education continues to operate the California State Preschool Program, the Early Childhood Development Act of 2020 (Senate Bill (SV) 98, Chapter 24, Statutes of 2020) authorized the transfer of many childcare programs from the California Department of Education to the California Department of Social Services (CDSS) effective July 1, 2021. The State Advisory Council (SAC) on Early Learning and Care will make recommendations on the future policy direction for early learning and related services for young children in California. The SAC chair is Mark Friedman. Stakeholders in early learning and members of the public are invited to participate in the upcoming meetings of the SAC.
