General staffing qualification requirements in education, experience, and permits for child care and development providers.
Important Notice: Programs Moved to CDSS

While the California Department of Education continues to operate the California State Preschool Program, the Early Childhood Development Act of 2020 (Senate Bill (SB) 98, Chapter 24, Statutes of 2020) authorized the transfer of many childcare programs from the California Department of Education to the California Department of Social Services (CDSS) effective July 1, 2021. Program Director Qualifications

A permit issued by the Commission on Teacher Credentialing authorizing supervision of a child care and development program operating in multiple sites. This can be either of the following permits:

  • Child Development Program Director Permit
  • Children's Center Supervision Permit

OR

A current credential issued by the Commission on Teacher Credentialing authorizing teaching service in elementary school or a single subject credential in home economics, and six units in administration/supervision of Early Childhood Education/Child Development (ECE/CD) (not required to any person who was employed as a program director prior to 1/1/93 in a child care and development program receiving funding by the Early Learning and Care Division [ELCD]) and 12 units of ECE/CD or at least two years’ experience in an ECE/CD program.

OR

An Administrative Services Credential authorizing administration or supervision in public schools in California.

For Severely Handicapped Programs only:

For School-Age Community Child Care Programs only:
California Code of Regulations, Title 5 (5 CCR), Section 18203

(For Severely Handicapped and School-Age Community Child Care Programs, the requirements have not changed.)


Site Supervisor Qualifications

A permit issued by the Commission on Teacher Credentialing authorizing supervision of a child care and development program operating in single site. This can be either of the following permits:

  • Child Development Site Supervisor Permit
  • Children's Center Supervision Permit

OR

A current credential issued by the Commission on Teacher Credentialing authorizing teaching service in elementary school or a single subject credential in home economics, and six units in administration/supervision of ECE/CD (not required to any person who was employed as a program director prior to 1/1/93 in a child care and development program receiving funding by the ELCD and 12 units of ECE/CD or at least two years’ experience in an ECE./CD program.

OR

An Administrative Services Credential authorizing administration or supervision in public schools in California.

For School-Age Community Child Care Programs only:
5 CCR, Section 18205

(For School-Age Community Child Care Programs, the requirements have not changed)


Teacher Qualifications

A permit issued by the Commission on Teacher Credentialing authorizing service in the care, development, and instruction of children in a child care and development program. This can be either of the following permits:

  • Regular Children’s Center Instructional Permit
  • Limited Children’s Center Instructional Permit
  • Emergency Children’s Center Instructional Permit
  • Child Development Master Teacher Permit
  • Child Development Teacher Permit
  • Child Development Associate Teacher Permit (Note: This permit authorizes the holder to supervise Assistant Permit holders and an aide.)


OR

A current credential issued by the Commission on Teacher Credentialing authorizing teaching service in elementary school or a single subject credential in home economics, and 12 units in ECE and/or CD or two years’ experience in early childhood education or a child care and development program.
