Advanced Apportionments to CAPP Contractors

On Monday, November 23, 2020, the CDE released an email to those subscribed to the Early Learning and Care Division’s distribution list titled Interim Guidance on the Distribution of New Federal Funds to Support State-Subsidized Childcare and Updates on Pending Allocations which informed contractors that the CDE will receive $110 million in additional funding to support waived family fees, contract over-earnings due to school-age children requiring full-time care, and extending the timeline for temporary Emergency Childcare services beyond what is provided in Senate Bill 820. Additionally, this communication provided a timeline for all pending allocations. On or about December 18th, CAPP contractors will receive a contract amendment to cover July and August 2020 Family Fee waivers, to pay a secondary provider due to a primary provider closure due to COVID-19 in September and/or October 2020, and the extension of care for families currently enrolled in Emergency childcare.

The CDE understands that some contractors do not currently have sufficient funds within their contract to continue paying for the increased cost of care for school-age children in addition to continuing care for emergency childcare families. Therefore, to ensure cash flow meets immediate cash needs, the Child Development and Nutrition Fiscal Services (CDNFS) Office will be authorizing an advanced apportionment to all CAPP contractors that represents three months of funding in the next apportionment payment. The CDNFS will utilize the most recent data submitted, i.e. October 2020 expenditure data, to calculate the advance payment. By doing so, contractors should have sufficient funds for operating costs and provider payments while awaiting the contract amendment that will be received on or about December 18th.​ Contractors can expect to receive this advanced apportionment payment at the end of this month.

The CDNFS will continue to monitor cash flow needs, and will adjust schedules and apportionments as necessary.
