Dear Select County and District Superintendents and Charter School Administrators:

Title III English Learner Program Annual Online Survey

The Elementary and Secondary Education Act, as reauthorized by the Every Student Succeeds Act, Title III, Part A, Section 3121, requires each Title III English Learner Program subgrantee to report on language instruction programs and activities it conducts. The California Department of Education (CDE) has created an online report for local educational agencies (LEAs) to comply with this annual reporting requirement for the 2021–22 school year. The online reporting system will be available to your LEA from August 24, 2022, through October 15, 2022.

The report questions relate to the implementation of language instruction programs in your LEA during the 2021–22 school year, regardless of whether Title III funds were used. The person assigned to oversee the Title III language instruction programs in your agency should complete the survey. Agencies that were the lead LEA of a consortium during 2021–22 are required to submit a separate survey for each LEA in the consortium.

The online report is available on the CDE Title III English Learner Program Annual Online Report web page at To access the report, a personal identification number (PIN) is required. The PIN will be sent in a separate email following this letter.

If you have any questions regarding this subject, please contact Cristina Echols Gollas, Associate Governmental Program Analyst, Division Support Office, Multilingual Support Division, by phone at 916-323-5124 or by email at
