In developing a plan for conducting I&R activities safely, Migrant Education Program (MEP) subgrantees should be aware of the following considerations general and program-specific considerations.

General Considerations

  • Local Health Officer Orders
  • Planning
  • Control measures and screening for staff
  • Safety training for staff
  • Cleaning and disinfecting protocols
  • Physical distancing guidelines
  • Implementation monitoring
  • Staffing
  • Vulnerable populations
  • Safety/protective equipment and supplies
  • Safe outreach and interview practices
  • Local stability or low risk of COVID-19 infections
  • Responding to positive COVID-19 cases or community surges
  • Access to homes, school sites, agencies, businesses, or worksites
  • Communication with staff, families, youth, public health officials, school, community
  • Sustainability (i.e., how sustainable are the modifications to activities?)
  • Resources for implementation
  • Triggers for adjusting the locally modified I&R activities

Program-Specific Considerations

  • Protecting data privacy and personally-identifiable information (PII)
  • Public perception of the MEP
  • Process to identify, investigate, trace, and handle any possible COVID-19 cases (for MEP staff and MEP families/children/youths who may have been in contact with staff)
  • Vulnerable populations (staff, children, youths, and adults)
  • Process to check implementation of modified safe I&R operations and correct deficiencies
  • Access to homes, school sites, agencies, businesses, or worksites
  • Communication with staff, families, youths, public health officials, schools, and the community
  • Resource investment to implement the modified I&R activities, including level of effort and costs
  • Staff and families or youths’ readiness and willingness to participate in the modified activities
