CELDT or ELPAC Administration

The English Language Proficiency Assessments for California (ELPAC) is replacing the California English Language Development Test (CELDT)1.

Has the student already been classified as an English learner?

Yes – ELPAC Summative Assessment

The ELPAC Summative Assessment is operational in 2017–18.

The ELPAC Summative Assessment is adminstered from February 1 through May 31.

All English learners will take the Summative Assessment during this window.

No – CELDT Initial Assessment

The CELDT is only operational as an Initial Assessment in 2017–18.

The CELDT3 can be administered from July 1 through June 30, and is given within 30 days of the student being determined eligible for initial testing.

Was the student determined to be an English Learner?

No – No additional testing. Student is determined to be initial fluent English proficient.

Yes2 – ELPAC Summative Assessment

1 This document is designed to show the test(s) taken by students whose primary language is not English. Students who are classified as English only will not take either of these tests.

2 Student identified as an English learner in the 2017–18 school year will take the ELPAC Summative Assessment, unless they are classified as an English learner after the summative window closes.

3 District that are participating in the ELPAC field test will administer both the CELDT Initial Assessment and the ELPAC Initial Assessment. Only the CELDT scores will be used to determine if a student is English proficient or is an English learner.
