The 1 Percent Threshold Justification Survey
As the state remains over the 1.0 percent threshold on alternate assessments, the California Department of Education (CDE) must again submit data related to local educational agencies (LEAs) exceeding the threshold as well as the justification for doing so. The annual 1 Percent Threshold Justification survey is now available on the CDE One Percent Threshold on Alternate Assessments web page. As in previous years, all LEAs are required to submit the survey regardless of whether they exceeded the 1.0 percent threshold. LEA superintendents, test coordinators, or special education directors must submit the survey on behalf of their LEA by October 30, 2020.
New ELPAC Coordinator Trainings Coming in November
Calling all LEA ELPAC coordinators who are new to their role or want a refresher! The fall ELPAC sessions, hosted by county offices of education across the state, will be held in November. This training picks up where the summer session left off and will cover all necessary tasks to prepare for testing and to gather feedback after testing. This training goes hand in hand with the New Coordinator Training webinars held throughout the year and, while optional, it is highly recommended.

Now Open: Summative ELPAC Moodle Training Site
The Summative ELPAC Moodle Training Site opened this week, on October 19! This site has been updated in response to the excellent feedback received from coordinators after the Initial ELPAC training. Please note:
- All Moodle courses now include detailed instructions to guide LEA ELPAC coordinators and designees through the certification process.
- A Certificate of Completion, indicating the grade or grade span of the completed course, is generated once certification has been completed.
- LEA ELPAC coordinators can view the Activity Completion Report in Moodle to monitor their progress toward completion of certification.
To ask questions and provide comments, simply enter them in the Comments and Questions web page, which can be accessed in Moodle.
ELPAC Delayed Assessment Letter Template Now Available
The Delayed Assessment Letter Template for Student Cumulative Files is now available on the CDE website. This letter is to be kept in the student cumulative file of any student whose Initial ELPAC assessment was delayed or not administered due to the novel coronavirus disease 2019 (COVID-19) pandemic. Customize this letter by using school letterhead and inserting school information where indicated in brackets.

CDE Assessment Update Webinar in November!
Join us on November 19, from 2 to 3 p.m., for the CDE Assessment Update webinar! During this webinar for LEA CAASPP and ELPAC coordinators, the CDE Assessment Division will present updates on California’s assessments. A question and answer session will be included, during which participants will have the opportunity to ask CDE staff any questions they might have about the assessments. Upcoming CAASPP and ELPAC Systems Downtime
Various CAASPP and ELPAC systems will be unavailable from Friday, October 30, at 5 p.m. through Tuesday, November 3, at 8 a.m. for a scheduled downtime. During the downtime, the following CAASPP and ELPAC systems will not be available:
- Interim Assessment Viewing System
- Practice and Training Tests
