State Assessment Apportionment System
The California Department of Education (CDE) is proud to announce the State Assessment Apportionment System (SAAS), our new online apportionment certification application. The SAAS makes the process of data certification, which is required in order for local educational agencies (LEAs) to receive apportionment reimbursement, easier and more efficient than ever.
Using the SAAS, the LEA coordinator needs to visit our new SAS website , log in with the LEA’s unique personal identification number (PIN), and follow the instructions to certify the LEA’s student data. Each LEA coordinator will receive an email from ADADFiscalSupport@cde.ca.gov that will include the PIN needed to log in as their LEA and complete certification.
The deadline for certifying the California English Language Development Test Initial Assessment for the 2017–18 test administration is February 1, 2019. The deadline for certifying the ELPAC Summative Assessment and CAASPP Assessments for the 2017–18 test administration is March 1, 2019.

Updated Web Page and New Resources Available!
To better serve the field, we have reorganized the California Science Test (CAST) web page on the CAASPP Portal ! Users can now easily locate manuals, scoring guides, accessibility resources, and much more. On the web page, you will find the CAST Practice Items Scoring Guides for grades five and eight and high school. These scoring guides offer details on the items, correct responses, and related scoring considerations for the new, full-length practice tests. Updated training test scoring guides, including the braille versions, are available. We also have added the new braille versions of the periodic table and reference sheets. Be sure to visit and bookmark the updated CAST web page !
Now Posted: California Alternate Assessment for Science Webcast!
As promised, the California Alternate Assessment (CAA) for Science webcast has been posted! If you were unable to join us live, you can still access this helpful overview of the 2018–19 field test administration of the CAA for Science. A video of the webcast and the PowerPoint presentation (PPTX) can be found on the CAASPP Portal , under the Training tab.
Included in the webcast is an introduction to the new CAA for Science Administration Planning Guide, updates on the structure of the online embedded performance tasks, a preview of the new orienting activities, information about the student response check, and opportunities for individualizing the administration of the assessment. Also covered are the preparation steps needed for the 2018–19 CAA for Science field test, considerations for scheduling the CAA for science performance tasks!

ELPAC: Summative ELPAC Test Administration Manual Coming Soon!

California Spanish Assessment: Practice Tests Now Available
The California Spanish Assessment (CSA) practice tests are now available on the CAASPP Online Practice and Training Tests Portal for grades three through eight and high school. Students, parents, and LEA staff members are encouraged to explore the CSA practice tests to familiarize themselves with this optional assessment, before it goes live on April 1, 2019.
Reminder: Administrator Resources Available for the Interim Assessment Reporting System
Over three million Smarter Balanced Interim Assessments have been started across California! A great way for administrators to ensure that LEA staff have appropriate access to results in the Interim Assessment Reporting System is to review the online quick start guides and video resources available to educators through the CAASPP Portal .
Three quick start guides are available for administrators to manage permissions in the Administration and Registration Tools (ART) interface and create student groups for educators in the Interim Assessment Reporting System:

- ART User File Upload (PDF)
- Manage Student Groups (PDF)
A companion resource to the above quick start guides is the 14-minute video titled Assigning User Roles and Managing Student Groups .This video lists the steps needed to provide permissions in ART to administrators for managing student groups in the Interim Assessment Reporting System and for providing educators permission to view their student groups in the reporting system.
Use of these key administrator resources will support educators by ensuring the necessary access to student results from the interim assessments. Check them out today!
CAASPP Regulations Public Comment Period Open
The California State Board of Education opened the public comment period regarding changes to the CAASPP regulations. Written comments relevant to the proposed regulatory action may be submitted to the CDE by email at email@example.com. A public hearing will be held at 8:30 a.m. on March 11, 2019, at 1430 N Street, Room 1801, Sacramento, California. All comments, oral or written, must be received by 5:00 p.m. on March 11, 2019.
