Opportunity to Participate in CAASPP Case Study!

The Human Resource Research Organization (HumRRO), which is the independent evaluator of the CAASPP System, is recruiting a small number of local educational agencies (LEAs), including charter high schools, to participate in a qualitative research study to better understand how Smarter Balanced components are used to influence instruction and student learning. HumRRO is specifically interested in LEAs with schools that use Interim Assessment Blocks (IABs) and/or focused IABs to make instructional decisions—that is, not only to prepare for the summative assessments.

The study will take place between now and May 2020. HumRRO and study participants will collaborate on the following activities:

  • Identification of three schools in the LEA to participate (or a single charter high school may participate)
  • Identification of an LEA point of contact (POC) as well as a POC at each participating school
  • Participation in an in-person winter visit, to include interviews and teacher focus groups
  • Responses to brief monthly polling questions
  • Participation in virtual focus groups in the spring

A modest honorarium will be provided in appreciation of the efforts on the part of LEA and school staff. If your LEA is interested in learning more, please contact the director of the study, Becky Dvorak, at ImpactStudyCAASPP@humrro.org by December 31.

California Educator Reporting System: Key Resources

The California Educator Reporting System (CERS) will soon be the “one-stop shop” for LEA staff to access student results from all California summative assessment along with the interim assessment results it already contains. The following resources are available to promote and learn about using the system:

ELPAC—Remember to Update Students’ English Language Acquisition Status!

Currently, recent records show that there are over 5,000 students statewide who have English learner (EL) designations in the Local Scoring Tool, but are still TBD in the California Longitudinal Pupil Achievement Data (CALPADS). Please ensure that the English language acquisition status (ELAS) of any students who were tested with the Initial ELPAC, or any students who still need to be tested with the Initial ELPAC, has been updated in the LEAs local student information system and submitted to CALPADS before the start of summative testing, which begins on February 3, 2020. This process should be completed on a regular basis.

In addition, any students’ initial ELAS corrections made through one of the allowable correction processes specified in Title V Regulations External link opens in new window or tab. should be updated in CALPADS before the start of summative testing. CALPADS must accurately reflect a student’s ELAS—either English learner (EL) or initial fluent English proficient (IFEP), as determined by the Initial ELPAC results in the Local Scoring Tool; otherwise, the English learner students will not be eligible to take the Summative ELPAC, and the LEA’s participation rate may be affected.

Summative ELPAC Kindergarten Through Grade Two Test Materials Ordering

The opening of the Summative ELPAC administration window is just around the corner, on February 3, 2020! Have you ordered materials for the kindergarten through grade two (K–2) Summative ELPAC Writing domain? If not, you still have time—the ordering window is open until December 20. For instructions on how to place a Writing test materials order, view the instructions on the Orders, Place Primary Order tabs in the Test Operations Management System.

At last count, 40 percent of California’s 1,325 LEAs with K–2 EL students enrolled still had not placed their orders for the K–2 Summative ELPAC Writing domain materials. Be sure to submit your orders before the December 20 deadline to receive the materials at the individual site level. Materials are expected to arrive the week of January 6, 2020.
