Assessment Spotlight, Issue 91

California Assessment of Student Performance and Progress (CAASPP) email update, May 15, 2020.

Focusing on the CAASPP System and English Language Proficiency Assessments of California (ELPAC)—and including, when timely, updates on California’s other statewide assessments.

CAASPP Updates on Additional Resources Web Page

Three updates have been made to the CAASPP resources listed on the California Department of Education (CDE) CAASPP–ELPAC Additional Resources web page:

  • CAASPP Data Summary and Cross-Tabulations. The data files here provide statewide CAASPP summary data for all students and specific student groups as well as cross-tabulations by specific student groups. The 2018–19 data files have been added to the historical files of 2015, 2016, 2017, and 2018.

  • CAASPP Average Scale Score Changes, by Grade. The data files here display the average change in Smarter Balanced English language arts/literacy (ELA) and the mathematics scale score points change for students, from one grade to the next. The 2018–19 data files have been added to the historical files of 2016, 2017, and 2018.

  • CAASPP Scale Score Percentiles. The tables here show five years of the scale scores corresponding to each decile of performance as well as values for the 1st and 99th percentiles. They contain the scale score percentiles for Smarter Balanced ELA and for the California Science Test, which began its administration in 2018–19. This data is useful for understanding how individual student and student group performance compare to performance statewide, by grade and subject.

All Coordinators Webinar from April 21, 2020, Now Posted

The California Department of Education (CDE) held a webinar on April 21 for assessment, accountability, and dashboard coordinators. This webinar provided updates on Governor Newsom’s executive orders and the recently approved federal waiver under the Elementary and Secondary Education Act. Staff from three CDE divisions—Assessment Development and Administration; Analysis, Measurement, and Accountability Reporting; and Student Achievement and Support Division—discussed how the executive orders and federal waiver impacted assessment, accountability, the California system of support, and the Local Control and Accountability Plan development process. This webinar is posted on the CDE Assessment Information web page.

Preparing for the Alternate ELPAC in 2020–21

The Alternate ELPAC operational field test (census) will be administered in January and February 2021. As the new school year approaches, it is essential for individualized education program (IEP) teams to begin preparations well in advance for this operational field test. It will include all eligible students; that is, English learner students with the most significant cognitive disabilities, as indicated in their IEP. Local educational agencies can prepare for this test administration by conducting planning discussions with IEP teams to determine eligibility. The document “ELPAC Administration Guidance and Governing Definitions for Student Accessibility Discussions” (PDF) is available to guide those discussions.

Also available are the Alternate Assessment IEP Team Guidance web page and the Alternate Assessment Decision Confirmation Worksheet (PDF), which provide more information about alternate assessment participation guidelines. Begin your planning now to ensure a successful Alternate ELPAC operational field test administration!
