State Board of Education Actions
This week, the California State Board of Education (SBE) approved the proposed revisions to the spring 2021 Smarter Balanced English language arts/literacy (ELA) and mathematics blueprints to allow for providing adjusted, shorter test forms. The California Department of Education (CDE) proposed these revised blueprints, considered temporary for the 2021 spring administration, as a way to maximize flexibility for local educational agencies (LEAs) while also keeping critical elements of the infrastructure intact.
The use of adjusted short test forms for the Smarter Balanced ELA and mathematics assessments can provide essential data while having a lower impact on infrastructure and student testing time. The CDE will work with testing contractor Educational Testing Service to provide guidance that will allow LEAs options and flexibility to meet their unique needs.
In addition, the SBE approved the proposed Student Score Reports (SSRs) for the Initial and Summative Alternate ELPAC. The SSRs will become available for use in July 2021.

On this web page, you can find helpful resources such as the practice and training tests, forms assignments for the upcoming field test, and the California Assessment Accessibility Resources Matrix. This web page is dynamic, and updates will be ongoing as new resources become available—we encourage you to visit regularly!
Alternate ELPAC Training Certification Well Under Way!

ELPAC Questions of the Week
Q: Must an LEA complete the Alternate ELPAC certification training on the Moodle Training Site if the LEA does not currently have any eligible students enrolled?
A: No. In such a case, the training is not necessary. But if, at a later date, an eligible student is registered in the Test Operations Management System, the LEA will need to complete certification training on the Moodle Training Site before administering the Alternate ELPAC operational field test to that student.
Q: Are all LEAs required to complete the Summative ELPAC Administration and Scoring Training certification course on the Moodle Training Site?
A: All LEAs must be trained annually to administer the Summative ELPAC and have two options for meeting that requirement. They must either:
1. Complete the LEA certification course on the Moodle Training Site.
2. Enter into a Memorandum of Understanding (MOU) with a neighboring LEA that has completed the training and notify the Sacramento County Office of Education (SCOE) by email (email@example.com), providing the name of that LEA. Then, move ahead with receiving training from or having the Summative ELPAC administered by the neighboring LEA as outlined in the MOU.
Join Us for ELPAC Office Hours!
As of November 5, ELPAC office hours are under way! The Sacramento County Office of Education has begun holding the office hours—via Zoom—to answer test administration questions for both the Summative ELPAC and the Alternate ELPAC. Questions can be submitted through Moodle, and the Zoom link can be accessed on the Moodle Training Site.
Office hours are scheduled for the following Thursdays, from 1 to 2 p.m.:
- November 19—Alternate ELPAC
- December 3—General ELPAC
- December 10—Alternate ELPAC
- January 7—Alternate ELPAC
- January 14—General ELPAC
