The CAASPP Update, from the California Department of Education (CDE), is a regular e-mail for K–12 educators, including testing coordinators, that focuses primarily on the Smarter Balanced assessments, which are a major component of the CAASPP system. CAASPP also includes the California Alternate Assessments and science assessments. Please forward this e-mail to any educators in your local educational agency (LEA) who would be interested in or benefit from this information.

Test Operations Management System (TOMS) Down Beginning October 1
TOMS will be offline October 1–14. During this downtime, LEAs will not be able to access the following features:
- Interim Assessment Test Delivery System
- Interim Assessment Hand Scoring System
- Summative assessment downloadable student data files, student score report PDFs, and aggregate report files
- Online Reporting System, including viewing score reports and completion status
- Update users (i.e., add/delete) in TOMS
TOMS is scheduled to be back online Thursday, October 15, offering new system enhancements that will make the 2015–16 version of TOMS easier to use.
Interim Assessment Hand Scoring Workshops for Teachers
In October, the CDE, through its CAASPP contract with ETS, will provide eight workshops on the hand scoring of interim assessments. These half-day workshops will be conducted throughout the state and will focus on processes and materials for hand scoring constructed-response items from Smarter Balanced Interim Assessments. The workshops are divided into English language arts/literacy and mathematics sessions; attendees must choose which content area session they wish to attend.
The target audience for the workshops is teachers. Other educators will be placed on a wait list and notified if space is available. Each workshop will begin at 1 p.m. and conclude at 4:15 p.m. Registration is available on the CAASPP Web site.
2015 North-South Information Meeting Materials
Materials from the CDE 2015 Assessment and Accountability Information Meetings are now archived. A PDF version of each of the PowerPoint presentations as well as the Resource Room handouts are available. Presentation videos are still being processed and will be available soon.
The CDE is preparing to update the CDE CAASPP Results Web site. The update will be based on finalized 2014–15 assessment results that may not have been included in the September 9, 2015, release. This release, in late October, will contain updates to state, county, district, and school data as well as updates to the downloadable research files.
California Alternate Assessments (CAAs)
The available testing window for the spring 2016 CAAs is April 11 through June 17, 2016.
The CAAs are based on alternate achievement standards aligned with the California State Standards for English and mathematics. The CAAs are for students with an individualized education program (IEP) and with significant cognitive disabilities. The student’s IEP and primary disability code must be indicated in the California Longitudinal Pupil Achievement Data System.
New Development for CAASPP
The State Superintendent of Public Instruction is charged with developing recommendations on the expansion of the CAASPP system. To assist in that development process, the CDE will present guiding principles to the State Board of Education (SBE) at the January meeting. These guiding principles will inform the development of the recommendations on the expansion, which are currently scheduled for presentation at the March SBE meeting.
