The CAASPP Update, from the California Department of Education (CDE), is a regular email for K–12 educators, including testing coordinators, that focuses primarily on the Smarter Balanced assessments, which are a major component of the CAASPP system. CAASPP also includes the California Alternate Assessments and science assessments. CAASPP-Related Topics at the November 2015 State Board of Education Meeting
The next State Board of Education (SBE) public meeting will occur on November 4 and 5 and will include discussions of CAASPP-related topics. Agenda item 3 will include updates on activities related to the Smarter Balanced Summative Assessments, Interim Assessments, and Digital Library as well as the California Alternate Assessments and California Next Generation Science Standards assessments. Agenda items 5 and 6 will introduce emergency regulations and permanent CAASPP regulations. The meeting agenda and links to each agenda item are available on the SBE Agenda for November 2015 web page.
The SBE meeting is scheduled to begin at 8:30 a.m. on both days and can be accessed via live Webcast on the SBE Meeting Live Webcast web page. In addition, the Webcast archive of the meeting will be available on the SBE Meeting Webcast Archive web page.
Upcoming Downtimes for Test Operations and Management System and Test Administrator Interface
In preparation for the release of additional features in Test Operations and Management System (TOMS) and availability of the Smarter Balanced Summative Assessments through the test administrator interface, the following two downtimes have been scheduled:
- December 28, 2015, through January 3, 2016—TOMS
- January 13 through 18, 2016—test administrator interface
New Operating Systems—Use Caution When Updating
LEAs are advised to use caution when updating their operating systems. For example, Apple recently released an updated version of the Mac Operating System (OS X) El Capitan (10.11). The current Test Delivery System does not currently support El Capitan OS X; therefore, Mac users with the El Capitan OS X will not be able to access the interim assessments at this time. It is expected that El Capitan OS X will be supported later this year, and LEAs will be notified when that development occurs.

Updated 2015 CAASPP Summary Reports
The CDE will soon make available on the public reporting Web site the updated 2015 CAASPP Summary Reports. Designated LEA staff will have an opportunity to preview the summary reports before the public release. A letter detailing the preview schedule will be sent to LEAs shortly.
Participation Criteria for the California Alternate Assessments
In an effort to help teachers, individualized education program (IEP) teams, and parents determine which summative achievement test is most appropriate for a student, the CDE has been working on a new participation criteria document for the California Alternate Assessments (CAAs) and is now applying the final touches. These participation criteria, unlike those from the old California Alternate Performance Assessment document, provide more guidance for teachers and IEP teams on who is best served by taking an alternate assessment. A document with information specifically for parents also is being finalized. Based on the work developed by the National Center and State Collaborative, these documents ask the user critical questions to consider in determining which assessment is most appropriate in regard to the student's needs.
These documents include guidance for IEP teams to make the decisions necessary for the CAAs for English language arts and mathematics, a participation checklist, a decision flowchart, and easy-to-read participation guidance for parents’ use.
