The CAASPP Update, from the California Department of Education (CDE), is a regular e-mail for K–12 educators, including testing coordinators, that focuses primarily on the Smarter Balanced assessments, which are a major component of the CAASPP system. CAASPP also includes the California Alternate Assessments and science assessments. Please forward this e-mail to any educators in your local educational agency (LEA) who would be interested in or benefit from this information.

Coming Soon! New Security and Test Administration Incident Reporting System
The CDE has created the new Security and Test Administration Incident Reporting System (STAIRS) for LEAs to use for reporting testing irregularities, appeals, and security breaches. Users will be able to access a link to this new system on the Appeals page of the TOMS website . The CDE requests that all users who wish to file an appeal enter the incident in STAIRS first, and then file an appeal based on feedback from STAIRS. The CDE is testing STAIRS; watch for announcements of its availability!
Downtimes for Test Operations and Management System
The next scheduled downtime for the Test Operations and Management System (TOMS) will be December 28 through January 3. On January 4, TOMS will be back online with new features for placing orders for testing materials as well as modifying student test settings.
TOMS also will be down January 13 through January 18. On January 19, TOMS will be back online with the Smarter Balanced Summative Assessments packages available to LEAs for administering the tests during their selected testing window.
Accessibility and Accommodations Update in the Works
The CDE Student Accessibility Supports web page is in the process of being updated with a more streamlined organization that includes updates to Matrix One on the basis of the emergency CAASPP regulations approved at the November State Board of Education meeting. Matrix One and other related resources for accessibility will be available later this month. Please note that the emergency regulations reflect only the sections of the regulations that have changed. The complete CAASPP regulations , which do not include the amendments made in the emergency regulations, can be found on the Office of Administrative Law Web site .
Interim Assessment Hand Scoring Workshop Resources Now Available
The Interim Assessment Hand Scoring Workshop resources are now available! This workshop focused on processes and materials for hand scoring the student-constructed responses from the Smarter Balanced Interim Assessments. The workshop PowerPoint presentation and videos are available on the secure TOMS website . After logging in, choose the “Help” button (next to the circled question mark) and view the “Interim Assessment Hand Scoring” tab to access the workshop resources.
Digital Library Featured Resource: Supporting Students with Disabilities Series
This month’s featured Smarter Balanced Digital Library resource is the Supporting Students with Disabilities Webinar and Forum Series, which delivers outstanding information on providing access and equitable opportunities for learning to all students. This series features three Digital Library resources:
- Maximizing Access to Instruction and Testing for Students with Disabilities to Improve Achievement , including archived Webinar facilitated by Stephen N. Elliott, Ph.D.
- Opportunity to Learn for All Students: Enhancing Access to What Should be Taught and Will Be Tested , including archived Webinar facilitated by Alexander Kurz, Ph.D.
- Spotlight Webinar: Understanding and Accelerating Achievement Growth for Students with Disabilities, January 12, 2016, to be facilitated by Ann Schulte, Ph.D.
The final resource in the series, Understanding and Accelerating Achievement Growth for Students with Disabilities, presents research-based examples of instructional practices that accelerate student achievement and academic growth for students with disabilities. Digital Library users will have an opportunity to implement new instructional practices and, through an online forum, continue the conversation with Dr. Schulte and other educators across the Smarter Balanced member states. Educators are encouraged to explore this unique opportunity for professional development as well as other resources in the Smarter Balanced Library .
