Reauthorization of the Elementary and Secondary Education Act
On December 10, President Obama signed the Every Student Succeeds Act (ESSA), a bipartisan measure that reauthorizes the Elementary and Secondary Education Act. California Department of Education (CDE) staff are currently analyzing the ESSA; however, nothing in this law changes the basic assessment requirements for CAASPP.
Downtime Begins Next Week
The CDE will be adding enhancements to the Test Operations and Management System (TOMS) during downtime, December 28 through January 3. Stay tuned for more information on the new features in TOMS.
Operating System Update: iOS 9.2 Formally Approved
Secure browser support for iOS 9.2 has been formally approved for the administration of the Smarter Balanced assessments. Local educational agencies (LEAs) currently using iOS 8.3, 8.4, 9.0, and 9.1 will have time to update their iPads to iOS 9.2 before the summative testing window opens on January 19. Only users of supported operating systems (iOS 7.0–7.1, 8.0–8.2, and 9.2) will be allowed to access both interim and summative tests after summative assessments have been launched. New! Easier Access to Interim Assessment Resources on the CAASPP Portal
A new button, labeled “Smarter Balanced Interim Assessments,” has been added to the CAASPP Portal web page to streamline searches for Smarter Balanced Interim Assessment administration resources. This new button replaces two previous buttons (“Interim Assessment Hand Scoring System” and “Interim Assessment Reporting System”). The new button directs users to the Test Administrator Resources for the Smarter Balanced Interim Assessments web page , which has been enhanced to serve as a “one-stop shop” for all interim assessment-related resources for interim assessment administrators. Links to all of the following systems are now available on the web page:
- Interim Assessment Viewing System
- Test Administrator Interface
- Online Reporting System (including Completion Status)
- Hand Scoring Training Guides and Exemplars
- Interim Assessment Hand Scoring System
- Interim Assessment Reporting System
CAASPP Pretest Workshop being held January 5 through February 3 throughout the state, and find out what you will need to know about overall CAASPP administration, including roles and responsibilities, technology infrastructure, preparing students and staff, use of TOMS, test security, the Digital Library, and interim assessments. The workshop will run from 8:30 a.m. to noon. For those interested, an additional workshop will follow from 1 to 4 p.m.; see the description under California Alternate Assessments.
Both workshops will be presented as a Webcast on January 14, beginning at 10:30, and later archived under the “Training” tab on the Current Administration of the CAASPP System Tests—Training Videos and Resources web page .
Accessibility and Accommodations. View this archived Webcast from from last week on the Current Administration of the CAASPP System Tests—Training Videos and Resources web page and learn about assessment accessibility procedures that are new for 2015–16, including a demonstration of the newly updated CAASPP Individual Student Assessment Accessibility Profile (ISAAP) tool and the new process for requesting an unlisted resource in TOMS. Also included is a walkthrough of revised Matrix One and the CDE's Student Accessibility Supports Web page.
Summative Assessments Open January 19
With the 2015–16 Smarter Balanced Summative Assessments opening in approximately three weeks, the CDE offers these reminders for a successful administration:
- The summative assessments will be available on January 19 for LEAs with testing windows that open prior to or on January 19.
- Verify that your selected test administration windows have been created in TOMS.
- Update all devices used for the administration of summative assessments to supported operating system and secure browser
- Prepare student login tickets for summative assessment online testing:
» Login ticket must include student first name and SSID; ticket may include optional information—student last name, birthday, or picture of student.
» Treat login tickets as secure material and securely dispose of them at the end of the testing window.
- Beginning with the 2015–16 administration of the summative assessments, ensure that CALPADS data are current, verifying that the program participation, English learner designation, individualized education program (IEP) and disability code, or Section 504 plan in CALPADS are correct.
» If TOMS does not reflect the correct program participation for a student, the fields mentioned above will need to be updated in CALPADS.
» Changes made to the student record in CALPADS will take approximately 24–48 hours to appear in TOMS.
» Access to select an accommodation test setting will be available only to students with an IEP and disability code or Section 504 plan indicated in TOMS.
Science Assessment Web Page Redesign Nearing CompletionThe CDE is updating the science assessment content of its website to reflect the newly adopted emergency testing regulations adopted by the State Board of Education at its November 2015 meeting. Updated content will include frequently asked questions about the California Next Generation Science Standards (CA NGSS) assessments that are under development as well as links to useful resources for science educators as they continue to integrate the CA NGSS into their instructional programs. Watch for the updated science assessment Web pages, coming soon!
California Alternate Assessments
Spaces are filling up quickly in the California Alternate Assessment (CAA) Train-the-Trainer in-person Workshop, being held throughout the state January 6 through February 3. The workshop will run from 1 to 4 p.m., following each CAASPP Pretest Workshop. The Train-the Trainer session is designed for LEA staff who will be “taking the show on the road” and training other staff to become CAA test examiners. An overview of the CAAs, staff roles and responsibilities, and preparation for administration as well as the latest updates to TOMS, the ISAAP Tool, and the “Stop” and Routing rules for the 2016 assessment will be covered. Accessibility resources and the concept of “testing how you teach” also will be included.
To participate, complete an online registration form , which must be submitted in advance. The form is for both the CAA Train-the-Trainer and the Pretest Administration workshops.
