Gearing Up for 2016–17: System Downtime on the Horizon

Welcome to the 2016–17 school year! The new school year means building toward a new CAASPP administration, and hopefully, with no unnecessary surprises. That’s why we want to alert you to the first of this year’s CAASPP system downtimes, which will occur Friday, August 26, at 5 p.m. through Sunday, September 11, at 11:59 p.m. Specifically, the downtimes will be as follows:

Online System Downtime Dates
Test Operations Management System (TOMS) August 26–September 6
Online Reporting System (ORS), including Completion Status August 26–September 6
Test Delivery System August 26–September 11
Test Administrator Interface August 26–September 11
Appeals and Roster Management System August 26–September 11
Interim Assessment Viewing System August 26–September 11
Interim Assessment Hand Scoring System (IAHSS) August 26–September 11


Please note that during the downtime, all user roles with access to students’ personally identifiable information will be deactivated.

Once TOMS is again available, student demographic changes from the California Longitudinal Pupil Achievement Data System (CALPADS) and test settings made in TOMS may take up to three days to populate across all systems. Also note that the information may take 24–48 hours to update in the Test Delivery System after all systems are back online.

To prepare for the downtime, it is strongly recommended that you:

  1. Notify all test administrators, CAASPP test site coordinators, and any other users in your local educational agency (LEA) who may want to access the affected systems that the downtimes are scheduled.

  2. Download student completion data from the ORS before they are removed.

  3. Ensure that all interim assessment hand scoring is complete and submitted in the IAHSS.

  4. Identify the users and user roles you will be assigning for the 2016–17 administration year.On Monday morning, September 12, all systems will be available, and interim assessments can begin for the 2016–17 CAASPP administration. Changes made in CALPADS to student demographics from August 26 through September 6 and changes to student test settings in TOMS from September 6 through September 11 may take 24–48 hours to update in the Test Delivery System after all systems come back online on September 11.

Ensuring User Access for LEA CAASPP Coordinators and Test Site Coordinators

On September 6, when TOMS is back online, only the newly designated LEA CAASPP coordinators—designated by their LEA superintendent using the online 2016–17 designation form External link opens in new window or tab. —will have access to the online systems. At that time, the newly designated LEA CAASPP coordinators can add CAASPP test site coordinators and other users, including interim assessment test administrators. To assist with adding/editing LEA users in TOMS, a 2015–16 user report file will be available for download from TOMS on September 6.

Add your LEA’s 2016–17 users to TOMS before the rest of the systems are back online on September 12 so they can access CAASPP systems immediately. Interim assessments will be available only to staff who have been provided access by the newly designated coordinators.

Now Available: 2016–17 Interim Assessment Blueprints

The interim assessment blueprints contain information about claims, assessment targets, and depth of knowledge levels addressed by the items in a specific IAB as well as the number of items allocated to each of the targets. The blueprints can be used for planning how to integrate the interim assessments effectively in classroom instruction or to better understand results that are reported.

As noted under Scheduled System Downtime, the 2016–17 interim assessments will become available on September 12. New in the Digital Library Professional Learning Series—Supporting Student Accessibility Needs!

We are excited to announce that a new resource, “Supporting Student Accessibility Needs for Instruction and Assessment,” has been added to the CDE Digital Library Professional Learning Series web page. This document contains Internet links to a collection of resources that provide educators with support in meeting individualized instructional and assessment needs for all students. Included are links to six resources located in the Smarter Balanced Digital Library as well as links to four archived Web presentations by nationally recognized special education experts Drs. Martha Thurlow, Stephen Elliot, Alexander Kurz, and Ann Schulte. The archived Webinars each provide an opportunity for educators to better understand the intent and background of its corresponding Digital Library resource. The Digital Library resources require a Digital Library account for access, but the archived Web presentations do not.

In addition to this new title, the CDE Digital Library Professional Learning Series web page includes collections of resources for the following topics:

 Summer Hand Scoring Workshops Continue

The Summer Hand Scoring Workshops continue through mid-August. Participants will learn to score constructed-response items and performance tasks for English language arts/literacy and mathematics and to prepare students for the Smarter Balanced Summative Assessments.

Four remaining workshops, which run from 8:30 a.m. to 4:30 p.m., are scheduled as follows:

  • July 29—County Office of Education, Los Angeles
  • August 2—University of California, Riverside
  • August 4—Double Tree by Hilton, Fresno
  • August 16—County Office of Education, Shasta
