REQUEST FOR APPLICATIONS FOR THE
2024 INSTRUCTIONAL QUALITY COMMISSION

The California State Board of Education (SBE) is seeking applications for four appointments from currently practicing teachers and/or education leaders with experience and expertise in the subject matter fields including, but not limited to, English language arts/English language development, health/physical education, and mathematics, to serve on the Instructional Quality Commission (IQC).

As defined in Education Code (EC) Section 33530 (amended 2015), the IQC consists of 18 members, 13 of whom are appointed by the SBE upon the recommendation of the State Superintendent of Public Instruction or the members of the SBE. At any one time, at least seven of the public members must be current classroom teachers, mentor teachers, or both, who are assigned to teach kindergarten through grade twelve.

Responsibilities

EC Section 60204 (amended 2011) defines the duties of the IQC. The IQC is responsible for advising the SBE on matters related to curriculum and instruction. The IQC (1) develops and recommends curriculum frameworks; (2) develops and recommends criteria for evaluating instructional materials submitted for adoption; (3) evaluates instructional materials that have been submitted by publishers and makes recommendations to adopt or reject each submission; (4) recommends policies and activities to the SBE, the California Department of Education (CDE), and local educational agencies regarding curriculum and instruction; and (5) advises and makes recommendations to the SBE on implementing the state’s academic content standards.

California Code of Regulations, Title 5, sections 9511 and 9512 require the SBE to appoint separate committees to assist the IQC in developing curriculum frameworks, developing evaluation criteria for instructional materials, and reviewing instructional materials.

Term of Office

Appointed Commissioners will serve for four calendar years, beginning on January 1, 2024, and ending December 31, 2027, and will not be eligible to serve more than one full term. Additional information about the IQC is available on the CDE IQC web page.

Frequency of Meetings

The IQC typically holds four to six two-day meetings per year. Additional IQC and Subject Matter Committee (sub-committee of the IQC) meetings may also be scheduled if needed. All these meetings require preparation time. Commissioners may be called upon to make an additional commitment of 10–12 days to participate in the review of standards, frameworks, and/or instructional materials to be submitted for adoption in California in 2024, 2025, 2026, and 2027.

IQC meetings are held in-person at the CDE headquarters, in Sacramento, and will be accompanied by a live webcast. Details regarding access to the meeting and guidelines for public comment will be posted on each meeting’s agenda notice.

Travel, Lodging, and Other Expenses

Commissioners serve without pay. All authorized travel costs related to IQC meetings (e.g., transportation, lodging, meals) are reimbursed in accordance with state regulations, except for airfare, which is directly paid by the CDE.

Please note that the application requests that applicants email a current résumé or brief curriculum vitae and two letters of recommendation to the IQC mailbox at iqc@cde.ca.gov. One of the letters must come from the applicant’s employer (if applicable), and the other should come from someone (not related to the applicant) who knows him/her/them well and is able to comment on his/her/their qualifications for the position. A single PDF of the application that includes a résumé, and two letters of recommendation is preferred.

Application Deadline

The application, along with a current résumé and two letters of recommendation, must be submitted by 5:00 p.m. on Friday, September 29, 2023, to be considered for appointment. No late or incomplete applications will be accepted.
