REQUEST FOR APPLICATIONS FOR THE
2024–2025 INSTRUCTIONAL QUALITY COMMISSION
STUDENT MEMBER

The California State Board of Education (SBE) is seeking applications for a Student Member to serve a one-year term on the Instructional Quality Commission (IQC). The Student Member will function as a regular voting member with the full rights and duties of the other members of the IQC. Any student who is a California resident and meets the criteria below is eligible to apply.

As defined by Education Code Section 33530 (amended 2015):

(d)(1) It is the intent of the Legislature to encourage the state board to consider appointing a pupil to the commission, using the current appointment process. (2) Notwithstanding Section 1020 of the Government Code, if the state board elects to appoint a pupil to the commission, the pupil shall meet both of the following criteria: (A) The pupil has been enrolled in a California high school for a minimum of two consecutive years. (B) The pupil is in good standing.

Responsibilities

The estimated time commitment required for the Student Member will be a one-day orientation in January, and up to two consecutive school days every other month to attend regular IQC meetings. If needed, additional subcommittee meetings may be scheduled. All these meetings require preparation time to study the agenda materials and prepare feedback in advance.

Frequency of Meetings

The IQC typically holds four to six two-day meetings per year. IQC meetings are held in-person at the CDE headquarters in Sacramento and will be accompanied by a live webcast. Details regarding access to the meeting and guidelines for public comment will be posted on each meeting’s agenda notice.

Travel, Lodging, and Other Expenses

The Student Member will serve without pay. All authorized travel costs related to the IQC meetings (e.g., transportation, lodging, meals) are reimbursed in accordance with state regulations except for airfare, which is directly paid by the CDE.

Application

The application is available on the SBE Application Information web page.

Please note that the application requests that applicants email a current transcript and three letters of recommendation to the IQC mailbox at iqc@cde.ca.gov. One of the letters must come from the applicant’s high school teacher, one from an administrator (e.g. principal, vice principal, high school counselor), and the other should come from another adult (not related to the applicant) who knows him/her/them well and is able to comment on his/her/their qualifications for the position. A single PDF of the application that includes a current transcript and three letters of recommendation is preferred.

Optional Items: You may also include supporting documents about yourself, beginning in seventh grade (e.g., scanned newspaper clippings, articles, etc.). Items from earlier years will not be reviewed.

Application Deadline

The application, along with a current transcript and three letters of recommendation, must be submitted by 5:00 p.m. on Friday, September 29, 2023. No late or incomplete applications will be accepted.
