  1. Call Meeting to Order
    Health SMC Chair Woo called the meeting to order at 10 a.m.

  2. Health Education Framework for California Public Schools, Kindergarten through Grade Twelve (Health Education Framework), 2019 Revision (Information/Action)
    1. Report on Survey Results and Comments Received During the First 60-Day Public Review and Comment Period (Information)
      SMC Chair Woo provided an overview of the process of updating the Health Education Framework to date. The purpose of the meeting was to review the online survey results and written public comments that were submitted regarding the draft 2019 Health Education Framework. The Health SMC met to make recommendations on which actionable public comments would be included in the second draft of the Health Education Framework, which will go into its second 60-day review period November 2018 to January 2019. The recommendations that the Health SMC agreed upon during this meeting were presented to the full Instructional Quality Commission on Friday, Sept. 21, 2018.

      Lindsay Weiss of the Curriculum Frameworks and Instructional Materials Division (CFIR) staff presented a summary of the various public comment attachments that were sent to Commissioners and used to guide their discussion.

      The Commissioners then accepted public comment.
    2. Public Hearing on the Draft Health Education Framework (Time Certain 10:30 a.m.)

      Each speaker had two minutes to speak. The following individuals provided public comment during the public hearing: Note: some names may be misspelled due to illegible writing.

    3. Subject Matter Committee Recommendation to the Full Commission on the Approval of the Draft Health Education Framework (Action)

      Chair Woo briefly described the process for making recommendations to the full Commission on which public comments should be included in the draft Health Education Framework and reminded the Commissioners that all changes to the draft Health Education Framework must comply with the following principles:
      • Be consistent with the guidelines adopted by the State Board of Education
      • Provide clarification
      • Eliminate redundancies
      • Add value to the draft chapter or appendix document
      • Be consistent with and support the grade-level and grade-span standards
      • Be supported by research; the research must be properly cited
      • Reflect current state statute

        Prior to the SMC taking action, Chair Woo facilitated discussion on the actionable comments, chapter by chapter, that were submitted through public comment during the first 60-day review period.

        ACTION: A motion was made by Commissioner Lara to recommend to the Full Commission that they include the agreed-upon public comments in the draft Health Education Framework. The motion was seconded by Commissioner Fairchild. There was no additional discussion. There was one public comment, Linda Esposito, teacher. The motion was approved by a unanimous vote of the members present (6–0)

  4. Adjournment of Meeting
    SMC Chair Woo adjourned the meeting at 3:15 p.m.
