Dear County Office of Education Chief Business Officials:

2018–19 Fourth Quarter Lottery Apportionment

The State Controller’s Office (SCO) distributed the 2018–19 fourth quarter lottery apportionment on September 30, 2019. The total apportioned to county offices of education, school districts, and charter schools is $334,235,079.98. Local educational agencies (LEAs) will receive $161,409,892.36 or $26.13 ($26.130259096) per unit of average daily attendance (ADA) for the unrestricted lottery apportionment and $172,825,187.62 or $27.98 ($27.978253751) per unit of ADA for the Proposition 20 lottery apportionment.

A final lottery revenue adjustment is included in this fourth quarter apportionment. The adjustment reflects additional 2017–18 lottery revenue that is available for distribution. Each year, the California State Lottery withholds a portion of its revenues until after the audit of its year-end financial statements. The additional revenue released for 2017–18 totaled $2,803,132.00. Of this amount, $0.173933643 per ADA is unrestricted lottery funding and $0.190100973 per ADA is Proposition 20 lottery funding.

To view a copy of the Master Register that lists the ADA, apportionment, adjustments, and net amount actually paid (Remittance Advice) to each county office, school district, charter school, and community college district on a quarterly and year-to-date basis, visit the SCO’s website at https://www.sco.ca.gov/ard_payments_lottery.html.

The California Department of Education requests that county superintendents of schools inform LEAs immediately of this apportionment. If you have any questions regarding the lottery apportionment, please contact Janet Finley, Fiscal Consultant, by phone at 916-323-5091 or by email at jfinley@cde.ca.gov.

Sincerely,

Lisa Constancio, Director
School Fiscal Services Division
